Statements of the Supreme Leader at the Graduation Ceremony of Students of the 'Police Sciences University'

In the Name of God, the Most Gracious, the Most Merciful

First, I must sincerely congratulate the young graduates of the officer training course of the police force and the winners of the preliminary course, as well as the young cadets. Today, the police force is a service-oriented force for the nation and must equip and prepare itself even more in this direction. Serving the people is an honor, and the more challenging this service is, the greater the honor and the more divine reward it holds.

What the police force of the Islamic Republic of Iran must fully observe are several points: First, to achieve complete legal authority. Your authority will please friends; the people will feel secure, and the enemies and those against the security and peace of the people's lives will be afraid. You must ensure this legal authority to the fullest extent, whether through training, acquiring what legally strengthens your authority, or by powerfully implementing it.

Second, a sense of kindness and service towards the people. This power is beautiful, sacred, and desirable when used in the service of the people. Be kind to the people and appear to them as kind brothers, sincere servants, and friends who are awake during their times of peace to provide them with tranquility.

Third, precision and vigilance in performing legal duties. This precision and vigilance will ensure that none of your legal duties are neglected, and wherever you must be present, no one will find you absent. It will also ensure that no violations or transgressions occur.

Another point I emphasize for the entire police force is to give utmost importance to integrity, honesty, and trustworthiness within the force. Today, the people consider you trustworthy. During the revolution, the police forces were the people's trustees. You must fully fulfill this duty of trust. Those who, God forbid, act contrary to the requirements of trust in this sacred attire should feel deeply ashamed. If someone, in the uniform that people seek their security from, makes the people's lives insecure, if they have a conscience, it should be deeply troubled, and if they do not feel this conscience's distress, the responsible authorities must deal with such an individual.

Dear brothers; elements of the police force across the country and young people who are entering this great scene of service today! Our great nation, with its sacrifices, sincerity, selflessness, courage, and dignity and pride derived from reliance on the word of monotheism, is today one of the most valuable nations in the world. The dignity of this nation must be preserved in all dimensions and areas, and serving this nation must be considered an honor. There are many who are the enemy's fingers; but not in the form of a military confrontation, rather by disturbing the safe environment of people's lives, breaking the sanctity of the safe privacy of families, and infiltrating the stronghold of public chastity of this nation. It is the enemy's finger that acts in this way. Your great art is to recognize these. Not everyone is the same. The one who, by mistake and without intending to cause harm, acts is different from the one who, according to the plans and following the will of the enemies of this nation, takes action. The police force must distinguish between these two and fulfill its duty.

Fortunately, today this force is in a good state. Of course, over the past ten to twelve years—both before the integration period and during the integration of the police forces and the formation of a unified police force—I have often been pleased and satisfied with the commanders of this force or its components. Often, those who commanded the former sections of the police force or the entire force were faithful, sincere, committed, and caring. However, today's situation is even better than before. The commander of the force is one of the elements who has shown in the scenes of the revolution, war, and fields of sacrifice and sincerity that he is a worthy personality, and he must, God willing, advance the police force to the best form worthy of a great, faithful, and revolutionary nation.

I thank all the dear brothers and officials of this force for their valuable efforts in recent months in confronting the enemies of this country's security near the borders or in any part of the country. I hope God helps you and that 'Police Force Day,' which is a day of public attention to your efforts and endeavors, is blessed. God willing, in performing your services, you will be under the grace of the Lord and the favor of the Imam of the Age (may God hasten his reappearance).
