Statements in Meeting with Members of the 'Law Enforcement', 'Social Security Organization', 'Welfare Organization', and Professors
In the Name of God, the Most Gracious, the Most Merciful
I extend my greetings to the dear members of the 'Law Enforcement', to the officials and staff of the 'Social Security Organization' and 'Welfare Organization', to the students and academics present, to the dear ones who have come from distant parts of the country—from Mashhad, Isfahan, Kerman, Arak, and Lorestan—and especially to the esteemed families of our precious martyrs.
I hope that God will illuminate and enlighten all our hearts with the light of knowledge, sincerity, hope, attention, and remembrance of His sacred essence, and grant us His blessings. First, I would like to make a brief point about the services related to welfare and social security: The work of these two organizations and other organizations that are related to the weak and needy sectors is a good deed, charity, and fulfillment of duty, and it is also very necessary for the social order of the country. Of course, the remedy for poverty in society must be carried out with large-scale programs. However, alongside long-term programs, which do not yield results quickly or have failures and setbacks, there must be organizations and institutions whose duty is essentially to assist the needy sectors. Like the two organizations mentioned, or the 'Relief Committee' and the like.
Among these, the Social Security Organization, which has a broader scope and helps the lives of the weak people, is very important. Both the staff of this organization must strive, the officials must pay attention, and the people must truly help and support such organizations and respond to their requests as much as possible.
In our society, the habit of helping the weak, which is an Islamic habit, should increase day by day. The charities that people give, the meals they provide, and the great deeds such as endowments and trusts and the like that are done, are among the good Islamic traditions. These traditions help the good social life. Therefore, you should not let them be neglected in society. When people consider themselves partners in alleviating the suffering of the oppressed and the weak and the needy, things will be corrected.
I especially want to emphasize to the Welfare Organization about orphans. This organization must take care of the orphans entrusted to it with double attention. Let not an orphan be neglected and lost in the Islamic system! The Quran has emphasized orphans in several places, and this is due to the special characteristic that exists in orphans. The issue of orphans is a very important human issue. Of course, the world has not been able to solve the issue of orphans so far. Today, the issue of orphans is an unsolvable issue in the world; but Islam has instructions regarding orphans that, if followed, this issue will be resolved. Therefore, I emphasize the issue of orphans and hope that God will grant all of you success in helping them.
Another issue I would like to talk about today is the issue of social security, which is related to the law enforcement. The duty of the law enforcement is to ensure social security. The meaning of social security is that people do not feel fear, threat, and insecurity in their work and living environment. This issue is very important. God Almighty, in the position of bestowing a favor upon the Quraysh, says: 'Let them worship the Lord of this House, who has fed them against hunger and secured them from fear.' (Quraysh: 3-4) That is, 'providing security' is emphasized as one of the two blessings.
Gentlemen of knowledge and scholars, if you refer to the Quran in this regard, you will see that in the verses of the Word of God, the issue of security is repeated and emphasized and is related to faith. 'Which of the two parties is more entitled to security?' (An'am: 81) Those who believe in God and are on His path can create security for themselves.
Therefore, security is a very important issue, and its role in social life is very high. The people need security to be able to carry out their proper work in the environment of business, social activity, and private life, and even to worship God with a calm heart and peace of mind. To meet this public need, it is necessary for power to be exercised by the government. The Islamic government, which is the manifestation of divine power and the power of the people in society, must provide this public demand of humans with authority. Why? Because those who disrupt the security of the people are not weak people; rather, they are thugs, armed individuals, and terrorists. They are those who use the darkness of night and the sleep and negligence of the people to strike at their lives. Whether it is the one who opens the lock of people's homes and shops with the intent to steal, or the one who threatens people's honor in the streets and alleys and does not leave them alone, or the one who threatens people's lives, they are involved in creating an atmosphere of insecurity.
Certainly, insecurity cannot be prevented by requests and pleas, and it cannot be said to the disruptors of security: 'We ask you not to create insecurity!' This is not the place for requests; it is the place for authority. Therefore, the law enforcement is the manifestation of national authority. It is the manifestation of that power that the people use to strike at the head of the one who creates insecurity and prevent him. This power must be exercised correctly, truly exercised, and not left idle, and it must be entrusted to healthy individuals. This power is a sword and weapon that the nation gives to the one who creates security. The one who wants to create security, what kind of person should he be? Certainly, he must be a righteous, trustworthy person who is interested in the fate of the people and does not himself cause insecurity. Otherwise, it will be like a weapon in the hands of a drunkard or in the hands of the enemy. Therefore, the reform of the law enforcement, the authority of the law enforcement, and the respect for the law enforcement are necessary.
Of course, today, by the grace of God and the vigilance of the legislative and executive bodies, thanks be to God, the law enforcement is vastly different from the past. Today, thanks be to God, righteous individuals hold the reins of this force, and of course, righteousness in this force must expand day by day. Let not the cultural and moral remnants of the era of tyranny do their work! Be careful. Each of you brothers who are employed in the law enforcement, be vigilant about your organization and do not let the enemy infiltrate this organization at any time. Do not let the hostile culture of those who had no regard for religion, honor, and beliefs infiltrate. You must be very careful. The people must also respect this force and obey its orders. A good law enforcement, wherever in the country, if it commands and prohibits and issues an order to the people, the people must consider it from their brother. When a young man defends a house, the people of that house respect his words because he has risen to defend the dignity of that house and its people. The people must treat the law enforcement in this way.
This is also common worldwide. Security at the global level and at the international level is a very important matter for nations. Today, a common phrase has become prevalent in the world, which we consider to be one of the correct phrases; but unfortunately, like many correct phrases, incorrect people utter this phrase and undermine human confidence. This correct phrase prevalent in the world is the fight against terrorism. What is terrorism? It means that a group, an organization, a group, or a state wants to advance its work by creating terror, fear, and insecurity. Like the act that the black-hearted hypocrites committed in the holy shrine of Ali ibn Musa al-Ridha (peace be upon him). This act is the manifestation of the ugliest form of terrorism. In their imagination, they sat, added, subtracted, calculated, and analyzed until they concluded that they must bring the Islamic Republic and the Iranian nation into crisis. Poor things, they concluded among themselves that they must bring it into crisis! Bringing it into crisis means that they carry out explosions and terrorist acts in various parts of the country. In their imagination, by doing so, they would both terrify the people and disturb the system, and if they could, create ethnic and tribal conflicts. Their analysis and decision-making provided them with a purpose. The way to achieve that purpose was to explode and desecrate the shrine of Imam Ridha (peace be upon him), which is considered by the Iranian nation to be the most sacred religious site within the country, and to dismember the most innocent and pure people who were engaged in supplication, prayer, and attention there and were considered guests of Ali ibn Musa al-Ridha (peace be upon him) on the day of Ashura.
May God's curse be upon those black hearts! This is terrorism. For an imaginary, foolish, hypothetical purpose, they committed such an ugly and disgraceful act and a brutal massacre. They wanted to carry out a similar explosion in the shrine of Lady Masoumeh (peace be upon her) and the tomb of Imam (may his soul be sanctified) as well, but thanks be to God, God Almighty bestowed His grace and the disaster was averted. This is terrorism. This is the ugliest act that a group can commit. A group, to achieve its sinister goals, destroys a number of people, of any type and gender, anywhere, without specific enmity and without any crime or sin.
Of course, we also have a terrorist state, which is referred to as 'state terrorism'. Today, the clearest example of a terrorist state is the usurping Zionist regime. In fact, from the day when the filthy hand and anti-Islamic, anti-people, and anti-Eastern policy of Britain gave the Zionists rule in the Islamic country of Palestine—from 1948 AD and before that—state terrorism also took shape and engaged in terror. The Zionists advanced and continue to advance their work through terror. For example, the massacre in 'Deir Yassin', which you have heard about, is one of the manifestations of terrorism.
When they attack a village, shoot men, women, and children, or kill the men and leave the defenseless women alone in the desert and tell them 'go wherever you want', and then set all the houses on fire, one of the clearest manifestations of terrorism is revealed.
The usurping state of Israel, from its inception to today—in other words, throughout the nearly half-century that this cancerous tumor has appeared in the Islamic body—has always advanced its work through terror and is the complete manifestation of state terrorism. You have certainly heard that recently this usurping state, in a night raid, sent several helicopters and planes, along with commandos and weapons, to Lebanon to besiege a village and abduct a man from his home and transfer him to prison! Is there a clearer example of state terrorism than this?!
Interestingly, a while ago, the heads of seven industrialized states of the world sat down, stroked their beards, and talked about terrorism. Do you not know who the manifestation of terrorism is today?! Do you have any fairness?! Do you have any consideration for the public opinion of the world?! Do you, who are so claimed to be advocates of human rights, consider humans to have reason and discernment?! Today, who is the manifestation of state terrorism and the terrorist state in the world? That state that attacks Lebanon every day and engages in killing and abduction, who is it? Who is it whose state was established from the beginning based on terror, creating fear, and massacre and genocide? Is there any state other than the state of Israel that possesses these characteristics? Are you looking for state terrorism? Here it is: Israel! Why do you remain silent in the face of the terrorist actions of this state and even support it?! Why do you lie?! The usurping state of Israel is a global calamity.
Look! Today, there are two calamities in the world: one calamity is the calamity of terrorism; whose highest manifestation in terms of state is the usurping government of the Zionists, and in terms of party, the hypocrites and the likes of the hypocrites; who, like a microbe that grows and multiplies in a suitable environment in a garbage dump, grew and developed under the wings of the great states. The second calamity, which may be greater than the first calamity, is the injustice of those who claim to be the rulers of human affairs. They see terror, recognize the terrorist, and also identify state terrorism, but they cover up and deny the truth. Their work is truly a great calamity for humanity.
Today, in the world, the one who resorts to terror is the one who has no logic. So do not trouble yourselves in vain to accuse the Islamic Republic. Accusing the Islamic Republic of terrorism is nonsense and baseless. The Islamic Republic does not need terror. You yourselves say that the slogans of the Islamic Revolution have disrupted Egypt, Algeria, and where and where and where. We are not present in these countries. It is our words and thoughts that have penetrated these lands. You yourselves say that the Islamic thoughts of Iran are considered a great danger to Western capitalism and Western powers. Do you not say this yourselves? So, it is our thought and idea that goes everywhere and transforms hearts. Western governments, out of fear, do not allow our thoughts to be spread in the West. With these descriptions, do we need terror?! We who possess such a sharp weapon—thought and idea.
I want to refer to a point that I have mentioned before: once during the time of Imam (may his soul be sanctified), his people sought to publish the Hajj message of the Imam, which had just been issued, in one of the widely circulated newspapers of the United States. We, who were aware of it, approved and said: 'Let this be done.' They took the message to the offices of the famous American newspapers and said: 'We will pay whatever money you want to have this message published.' As you know, these newspapers publish all kinds of material, even the opinions of their political and ideological opponents. They are servants of money and dollars. Wherever money is obtained, they have no problem. But here, there is no room for jokes. Are the great countries willing to allocate part of their television programs to the thoughts of the Islamic Revolution? They are not willing at any price! Why? Because they know that when these thoughts are presented and reach the hearts of the people, they will convince them. The general public has no grudge. What grudge do the American people have against us?! What enmity do the European people have with us?! If someone speaks reasonably, they will listen. Therefore, they know that if the thoughts of the Islamic Revolution are reflected in the Western media, at least in the expensive propaganda that Western governments and Zionist organizations bear today, it will create a disturbance. They spend large amounts to portray Islam, the Islamic Revolution, and the Islamic Republic negatively. If our thought is spread, it will change all of this. We have such thought and logic and expression! We speak our word in the United Nations, in international conferences, and in other global forums. Whether it was when I went to those forums based on responsibility or today when, thanks be to God, our learned and esteemed president participates, we have not and will not refrain from expressing our word. All those who hear our word, in their hearts, acknowledge it, and many even express this acknowledgment.
We have such thought! Do we need terror with such thought?! Terror is the recourse of someone who has no thought. Terror is the resort of the black-hearted hypocrite who has no place among the Iranian nation. The more they do such things, the more the hatred of the Iranian nation towards them increases. They are the ones who need terror. The pain of such miserable creatures has no cure; except with terror, they find some solace. The Zionists, who have no reasonable argument in the world, are forced to advance their work through terror. Of course, there are also some states that unfortunately resort to terror, and I do not want to name them. Islamic Iran does not need these actions.
An incident has occurred in some corner of the world; immediately the Zionists open their filthy mouths and mention the name of the Islamic Republic. What right do you have to judge the Islamic Republic with your filthy breaths?! The Islamic Republic is a pure and clean government, relying on a faithful, proud, original, and rooted nation. What are you? A baseless state; a fabricated state; a false nation. They gathered wicked people from around the world and concocted a mixture called 'Israel'!
Is this a nation?! Wherever there were wicked and malicious Jews, they gathered there. In most countries, there are Jews who live and live their lives—in our country too, they live their lives—they have nothing to do with anyone, and no one has anything to do with them. It is their country, and they live in it. Those who went to the occupied territories were the wicked, the malicious, the greedy, the thieves, and the murderers who gathered from all over the world. Did this become a nation?!
A nation and a state that was formed in this way and calls itself Israel has no other way but terror; it has no reasonable argument. Then, such creatures with this baseness and vileness and filth want to accuse a luminous, proud, and dear government and nation like Iran in the public opinion of the world. They themselves are the most accused, the most criminal, and the most black-hearted.
The Iranian nation, by the grace of God, is a seasoned and experienced nation. You, the Iranian nation, have endured a lot of hardships. For fifteen years, the wicked powers of the world have been working against you, and for fifteen years, by the grace of God, the Iranian nation has been getting stronger day by day. This is due to the attention to God; due to the religion of God; due to Islam; due to the unity of word; due to the cooperation of all sectors; due to the sense of duty of the institutions and the various sectors of the people. You must continue this path. The attentions of the Master of the Age (may our souls be sacrificed for him and may God hasten his reappearance) will help this nation to continue this path, God willing. We hope that God Almighty will turn the evil of the wicked back on themselves and make the Iranian nation more successful day by day in all fields of honor and pride.
