Statements of the Supreme Leader of the Islamic Revolution in Meeting with the President and Members of the Cabinet

In the Name of God, the Most Gracious, the Most Merciful

Until this moment, we have had a very good session with you dear friends and esteemed officials, and I listened carefully to the reports of the friends; the reports were clear and transparent.

I congratulate all of you on the third of Sha'ban, which, thanks be to God, coincides this year with our meeting with you esteemed government officials. I honor the memory of dear martyr Rajai and dear martyr Bahonar, who, during their short period of responsibility, acted in a way that left a model for us. Truly, through their hard work, the patience they exhibited, and their adherence to their beliefs and faith in practice, they enabled us to mention their names and memories today in defining our desired model. In a short sentence, understanding a book of meaning from their names is very valuable. May their memory be honored!

I would also like to mention regarding today's reports that, in my opinion, the report of the President was a good and comprehensive report, and it is appropriate for this report to be published verbatim; it is a comprehensive report. Although it was general, if it has not been reflected in this way, it should definitely be reflected; that would be good.

What I want to convey to you dear friends in this private and sincere session is that the opportunity of this day and the time you are in power is a very exceptional and valuable opportunity; it is truly one of those periods that we have had few of since the past of the revolution until today. Firstly, the slogans of the government and the officials and their determined goals are completely in line with the principles of the revolution and the principles declared by our dear Imam (may his soul be sanctified). Secondly, this discourse is palpably alive among the people; the existence of this discourse among the people was the main factor for their inclination towards this government and this esteemed President. The people were thirsty for justice, thirsty for the fight against corruption, and thirsty for adherence to the principles of the revolution. When they saw someone sincerely raising these slogans, they gathered around him; this is a great blessing that this thought has become a dominant discourse in society and continues to do so, and after the coming to power of this government, thanks be to God, it has been strengthened. The nature of the work is such that the more you move forward better, more sincerely, and more committed to the principles, the deeper this faith will become in the hearts of our people, and it will become more difficult for foreign hands to change it. Therefore, this opportunity is truly important. The people trust the government; the government considers itself part of the people and of the same kind as the people; in terms of international reflection, the country enjoys an unprecedented or rare dignity; the grandeur of the Islamic system, the greatness of the Iranian nation, the clarity and transparency of the goals and objectives of the Islamic Republic in the Islamic world is greater than ever; and even in the non-Muslim world, today the dignity and grandeur of our nation is very prominent, and everyone acknowledges this, and we understand this from the signs and reactions from abroad. In any case, this is a very important opportunity.

What I want to say on this occasion is that you and I - each one of us - should pay attention that we must not miss this opportunity. In the government report - which has been given to me on the occasion of these days - I have read that the government has not wasted even one day; this is indeed correct. I want to emphasize that not even one day should be allowed to go to waste. Make the utmost use of all the days that remain of this government’s three-year term; this opportunity is very important. If, God forbid, it happens that we cannot realize what the people envision about our collective, it will be a great loss and will certainly strike this movement and direction. At that time, Amir al-Mu'minin (the Commander of the Faithful) said: "And rarely does something retreat and then return." The wave that has receded and gone does not easily come back. Blood must be shed and efforts must be made so that the grounds for the attention and inclination that exists today can be prepared again. This must not be missed.

Well, what is the result of this? The result is that both you and all the well-wishers of the country must help the government to realize the slogans it has raised. Everyone, without exception, and anyone who truly cares for this country and system must consider themselves committed in this regard.

The next point is that this government is recognized as a "principlist" government, and the behavior and efforts it has shown until today and what has been reflected in its actions and words indicates this principled stance; God willing, this alone will bring blessings for the country and for you. The characteristics of principled governance are important; these characteristics must be taken into account, and I will refer to some of them. They are present in your statements, you mention them, and you repeat them and incorporate them into your programs. The realization of this set of characteristics in the true sense of the word will then introduce the government as a principled government.

The first characteristic is "justice-seeking and justice-spreading." It is easy to say; however, it is very difficult to implement and requires many prerequisites. A lot of work must be done to achieve justice; geographical justice, class justice, justice in economic issues, justice in cultural issues, justice in the placement and positioning in responsibilities and positions, and justice in our judgments - not just the judgments made by a judge in court, but also the judgments we make about individuals and issues - all of these are justice, and justice plays a role in them. Justice-seeking and justice-spreading means all of these. Of course, today our country is more thirsty for economic justice than anything else. The reason is that there has truly been a gap as a defective legacy from the past, and this gap must be filled, which has not been done. Of course, it must be filled in a reasonable manner. We speak of filling this gap in the way that Islam recommends; we do not want to bring up illogical, impossible, and unreasonable words; just as Islam says: opportunities should be available to all, and public resources should be used by everyone. Therefore, one characteristic is the issue of justice-seeking and justice-spreading, which has a wide scope.

"Corruption-fighting" is another characteristic. "The moral and ideological integrity of the country’s officials" - especially high-ranking officials, at the levels of the government and deputies and the like - is very important and is another characteristic that must be ideologically and morally sound individuals.

"Pride in Islam" is another of the characteristics of principled governance. We have seen some officials of the Islamic system during these twenty-seven years who were embarrassed to explicitly express an Islamic ruling or an Islamic orientation; no, we are the ones who demand. I have said many times, in the matter of "women," we are not accountable to the West; the West must be accountable to us; we are the ones who ask the questions. In the field of human rights, we are the ones who demand accountability from the hypocritical and two-faced human rights claimants. Therefore, take pride in Islam. What Islam has taught us, if we have learned it correctly and have not fallen into misinterpretation and deviation, is something we should take pride in.

"Simplicity and people-orientedness" is another characteristic that, thanks be to God, you possess.

"Humility and avoiding the whirlpool of arrogance" is also one of the characteristics that is necessary for principled governance; we are exposed to this. Dear ones! You are in a high position and are respected; people come to you and praise you - some out of belief, some without belief - to please you. We must be careful not to believe the words of praise that are said about us. We must look within ourselves: "Man is a witness to himself"; we must look at our flaws, problems, and shortcomings and not be deceived. This deception leads a person into the trap and whirlpool of arrogance. If a person misjudges themselves, then they will not be saved.

"Avoiding extravagance and wastefulness" is among the very good programs of yours.

"Rationality, prudence, and wisdom in decision-making and action" is among the issues that you definitely need; we all need it in our decision-making and actions. Of course, I will explain some of these later in brief.

"Responsibility and accountability"; in every area we are in, we must accept the responsibility of the work we have undertaken. The subordinate is our subordinate; we must feel responsible. In every place, there is a defined responsibility, and that responsibility must be accepted.

Among the important characteristics of principled governance, one is "attention to science and scientific progress." You see when it was first said in the emergence of Islam that: "Seeking knowledge is an obligation upon every Muslim"; that is, at the same time that prayer and almsgiving and these things came, seeking knowledge also came; "Seek knowledge even if it is in China" also came. I repeat many times, this is because society cannot elevate its ideals without knowledge. It is like a person who has a true word but does not have the language to express it. Not having knowledge is like this. Knowledge enables you to present those ideals, those goals, and that clear path of the straight path that is in your hands and to guide more people from humanity towards it. Without knowledge, this will not be possible. Therefore, knowledge - which is a means of national, human, and human growth and rising in the general environment of humanity - is among the necessary things and must be attended to.

"Tolerance and bearing opposition"; this is among the characteristics that are foundational to principled governance. Sometimes a person becomes upset by what is said; they become angry, sometimes they complain to God, saying: "O God! You see what the reality is and how far it is from what they say"; however, at the same time, a person must exercise patience. Patience means having the capacity and tolerance for the voice of opposition. Of course, this - I may mention later - does not mean that the government should not defend its performance; no, it must definitely defend.

"Avoiding carnal desires"; whether personal carnal desires or group carnal desires; as the President mentioned, and this is a good point. Thanks be to God, the elements of the government are not affiliated with any group, faction, or current; this is a very important point. Be careful that movement, expression, and speech do not lead to affiliation with a current, a faction, or a group, because if this happens, carnal desires become almost inseparable. Group carnal desires are like personal carnal desires; it is the same. Group carnal desires also lead a person recklessly to this side and that side and deviates them from reason and the straight path. This is also among the necessities of principled governance.

"Meritocracy," "supervision over the performance of subordinates," and "tireless efforts for these services," which honestly is very prominent in this government. This tireless effort is truly witnessed by all, and we also witness it. This vigorous movement that the entire government - especially the President - shows is very valuable. "Rule of law," "courage and decisiveness in stating and implementing what is right."

"Closeness to God," "closeness to the Quran," and "constant reliance on God"; this last one - which is among the characteristics of principled governance - guarantees all those things we mentioned earlier. Do not forget closeness to God. We often say that the services of the officials of the system are above any worship; this is a correct statement and not an exaggeration. But know that these services will only be rendered when they are done with sincerity and remain bright and transparent when your hearts are close to God. If the heart becomes heedless of God, if the heart loses its relationship with remembrance and attention and humility, then the very service that we say is the highest form of worship will become tainted; it will be completely tainted and will be filled with ulterior motives and desires. Jihad in the battlefield and military field, which has such greatness, if it is not with divine objectives and without a connection to God, becomes something of little value or valueless and sometimes even counterproductive! Therefore, I emphasize and insist on this matter; especially now that the month of Sha'ban is also here. In this supplication of the month of Sha'ban - the supplication that is recited and read at noon - "O Allah, send blessings upon Muhammad and the family of Muhammad, the tree of prophethood and the place of the message," until it reaches here "and this is the month of Your Prophet, the master of Your messengers, Sha'ban, which You have surrounded with mercy and good pleasure"; this month is covered and surrounded by divine mercy and good pleasure; then "the one who was the Messenger of Allah, may Allah bless him and his family, was diligent in his fasting and standing in his nights and days, in humility towards You in honoring and glorifying him to the place of his bath"; meaning until death, the Prophet maintained this state; the month of Sha'ban was the month of fasting and standing for the Prophet - standing means rising in the middle of the night and supplicating, remembering, and being humble, and fasting is the daytime fast - this was the Prophet's method. See, the Prophet, with the greatness of his position and having reached the highest level of infallibility, nevertheless did not cease from this effort and struggle that brought him closer to God and made him more mindful until death. Because the Prophet also progressed day by day. The Prophet of the first year of prophethood was not the same as the Prophet of the twenty-third year of prophethood; the Prophet had advanced in closeness to the Lord for twenty-three years. However, even until that last year - when he had traversed the highest stages of humanity that no human mind can comprehend - he did not become heedless of remembrance and connection and humility. We, who are far behind, need it much more; we need it more than that great one; however, our determination is not that much. In any case, do not forget the connection with the Quran, the timely prayer, the daily recitation of the Quran, the attention and remembrance and seeking help from God, and turning to Him in those places where the work becomes difficult, where the burden becomes heavy, and asking God for help; these are very important.

Now I will mention a few points. Fortunately, the government has started a one-year evaluation, and the President himself has taken the lead in this regard; this is a very good thing. Assess your strengths and weaknesses and judge without bias. Be sure to use the opinions of well-wishers in this evaluation. Naturally, you will criticize those who are weak or have poor performance in various ways; however, alongside that, you must also encourage those managers who have performed well; that is, what I want to recommend here is that we observe frowning at weaknesses and poor performances of officials and the President and some others; however, smiling and encouraging and paying attention to those who have performed well must also be present alongside it. Therefore, evaluation and the actions following evaluation must correspond to the type and level of performance.

The next point is that, after all, the lifespan of your government and its resources is limited. Although the resources of the country are very vast; however, after all, the needs and requests that have accumulated from the past and some that naturally exist now are very numerous and extensive. On the other hand, the ambition of a faithful person is to resolve all these problems; however, it is not clear whether the realities will allow for all points to be resolved during the time this government is in power. Therefore, prioritize your work; this does not mean that you should not address non-priority tasks; no, identify a few prominent points that can have an impact on other areas and take on a pivotal and crossroads nature; these should be specified - whether in economic areas, cultural areas, or other existing areas - and continuously focus on them; if the matter is between them and others, prioritize them.

The next point is to always pay attention to the vision document. This vision document is an important issue. It should not be imagined that this document or the general policies are being formulated by some people sitting down; no. It is true that it has a process and starts from certain places; however, the one who works and thinks and decides in this regard is the leadership itself; these policies are the policies of the leadership. These are things that have been considered with all aspects in mind, and this vision document has emerged and has been announced based on the general policies that have existed during this time. These must be observed in the programs and must not be violated. Of course, some tactics may appear to be inconsistent with the policies; however, when one pays attention, they see that this tactic ultimately returns to what has been outlined in the policies or in the vision document. We do not have any objection to this. It is like when you are driving a car towards the east, and at one point the road curves; if someone looks there, they see the road going towards the west or north or south; however, this is a natural curve of the road. After passing this point, we return to the natural path. I do not criticize such tactical movements and maneuvers; however, the direction must definitely be in line with the vision document.

The next point is to accompany speed with precision. Speed is different from haste; haste is bad. When speed is accompanied by precision, the work is reasonable and correct. Speed without precision becomes haste. Be careful that in decision-making and the type of work, haste does not arise and does not make us flustered. Sometimes the flustering of officials by various issues - sometimes by some elites, some individuals, and some associates - can delay them. When a person becomes flustered, even sometimes the work they could have done in a given time, they cannot do it; that is, delays occur. In addition to that, many times the work is done incorrectly and with losses. I emphasize that this practical speed observed in the government is commendable; however, be careful that this practical speed does not take on the form of haste; that is, it must always be accompanied by precision.

Naturally, prudence and wisdom in decision-making and execution is among our general recommendations.

The necessary point I must mention is that the people have truly placed hope in these promises and in these blessed provincial trips; strive to fulfill these hopes. Do not let it happen in any part of the sectors that people feel hopeless. Now, fortunately, the people are hopeful; we have obtained this through various means and with various signs. I do not just look at this crowd; we have had enough experience in these matters over the years; no, we have obtained this through various means that the people are fortunately hopeful. This hope is a very great asset; it must not be lost. How is it lost? When people imagine that a certain task will be realized in a certain place in a certain way, and then they see it is not realized and they come back to see that it has been of no benefit, this is how the hope of the people is lost. If once they take it at face value, when it is repeated, they will no longer take it at face value. Be careful about this. Now that it has been said that there is a section in the vice-presidencies specifically for follow-up, this is a good thing; pursue this follow-up seriously. Of course, one of the ways to ensure that this hope does not fade is that we tell the people at the very beginning of the work, "We do not want to do this work or we cannot do this work"; the people trust the President and the government; if at some point you say, "We cannot do this work," they will accept it from you. Or say that the budget and resources of the country are not sufficient for this work. If in some cases you approach it this way, this is also not a problem. This is also one of the cases where we said pressures should not make a person flustered.

Another important point is that do not neglect long-term programs and actions due to the problems that arise daily and consecutively for the government. As we said, the accumulated demands from the past are numerous, which now have either been neglected or have not been able to be fulfilled for any reason, and the people want them; however, this should not lead us to neglect important and foundational long-term work.

The point I made regarding the hope of the people means that commitments should be aligned with capabilities and do not fuel impossible demands. Of course, today some people, due to their opposition to the government, are fueling these demands! This is evident and noticeable, and we see it. They themselves say that the government is fueling expectations; however, they also truly fuel expectations and raise absurd slogans and impossible tasks. You should make the most of the trust that the people have in you. Where it is truly impossible, where it is not right, and where it is unfeasible, tell the people clearly; say this work cannot be done and is not compatible with the resources of the country; the people will accept it from you. I specifically told the President about a particular case to tell the people it cannot be done; even if a promise was made before you and now you see it is not feasible, tell the people, "It is not feasible." The people will accept it.

The next point is the issue of expert work. I have often said in previous governments and perhaps with some of you friends in private and non-private sessions that sometimes biased expert opinions are like a slippery melon peel under the feet of officials. As an expert, a piece of paper is slid across the table, and this becomes a document that a person must follow; however, a person does not understand where it came from. I have seen this kind of thing. However, this is one side of the issue; the other side is that everyone needs expert work. Work without expertise will be incomplete, sterile, and neutralized. This statement should not lead us to disregard expert work. Honest and good experts in the institutions and the immense human capacity of the country must be utilized; definitely use the opinions of these honest and faithful individuals in expert matters. Work without expertise must not be carried out.

The next point - which I also find very important - is the issue of interaction with the branches. After all, you, the Parliament, and the Judiciary are one unit and one whole; you must inevitably interact with each other. It cannot be that one branch places the blame on another branch, and that branch places the blame on this branch. After all, in total, now I, who according to the law am responsible for coordinating the branches, when I see it this way, I come to the conclusion that a little blame belongs to this branch and a little blame belongs to that branch. When it is like this, naturally, one side must come forward a little, and the other side must come forward a little. Without coordination with the other branches, you cannot advance the work, and you must definitely create this interaction, coordination, and trust; this trust, on one side, will also create trust from the other side. Of course, it is obvious and natural that when a person wants to interact with a party that has various wills on that side, they should not expect that all wills and voices on that side will pay attention to this trust and good manners you have shown; no, after all, there will be a voice that arises. However, this must be the principle; both sides must trust each other. The constitution is the covenant of all of us, and there are defined responsibilities in the constitution of the country. There is a task that is assigned to the Parliament that must be carried out, and the government must necessarily comply with it. There are also powers assigned to the government that the Parliament and other branches do not have the right to interfere in. Each has defined limitations and responsibilities, and based on this, you must interact. After all, the law and the Parliament are not of little importance.

The next point is interaction with sincere and like-minded elites. The President mentioned that there are many elites throughout the country - there are many in Tehran and in other places as well - we must interact with them. Of course, meeting and mingling with elites during trips is good; however, this is not enough; more than this is necessary. There are those who are sympathetic to you and are of your kind and are truly intellectual elites with sound opinions. You should not deprive yourself of interacting with them and utilizing their presence; just as you should not overlook the managerial capacity of the country. We have had many individuals over these years who have been seasoned in the managerial cycle of the country; this seasoning of forces and their becoming seasoned is a very valuable thing. This is a capacity, and this managerial capacity must be utilized. In any level of responsibilities where you can trust, definitely use these managerial capacities; they will be beneficial. Of course, there are times when a person has enmity and hostility, and they intend to disrupt and sabotage; well, it is obvious that such a person cannot be utilized. However, when a manager is worthy and a sincere person and is also interested in the country and the overarching goals of the system, definitely utilize this managerial capacity. These have gradually accumulated, and they should not be easily lost.

Another point is the issue of purifying the government apparatus; that is, damage removal, which I believe is among the very difficult tasks. Among the tasks that, according to our experience, is truly difficult is the purification of this vast administrative and bureaucratic apparatus that exists in the country. If you can solve and remedy this problem, you will have accomplished a remarkable task and it will be very valuable.

The next point that I find useful to mention here is the issue of government involvement in non-governing duties. This is an important issue. You must definitely avoid government involvement in non-governmental and governing duties as much as you can; let the work be in the hands of the people. Now, in this issue of Article 44 - this resolution that has been presented as an interpretation and explanation of Article 44 - its "J" clause is now a subject of discussion and debate - which they have now referred to - but the "A" and "B" clauses of our resolution are very important; they prevent the government from entering new investments and new responsibilities; not that we should completely cut the government's hands; however, certain limits have been specified in them. Pay attention to this.

One issue is decentralization, which is among the slogans of this government and is a very correct slogan; however, specify how this decentralization is to be carried out; it requires a specific model. Ultimately, attention must be paid to the climatic and ethnic characteristics of the various provinces of the country; according to the issue of land use planning, what tasks do you want to assign to this specific region? It may be that based on the land use planning, this task is not at all advisable in this region; now the governor or the representative of the Parliament or the Friday prayer leader or some of the people insist! Well, in this case, decentralization does not make sense; that is, in the land use planning, attention must be paid to the climatic and ethnic characteristics in these decentralization and delegation of responsibilities to the provinces, just as attention must be paid to the constitution and policies.

Another point is the good works that have been done in the field of economics - such as these justice shares, the continuation of unfinished projects, the type of justice in providing banking facilities, the Mehr Reza Fund, and similar matters - convey the content and benefits of these works correctly to the people so that it becomes clear that these works have been carried out. Of course, we have often said that coming and sitting and speaking behind a microphone or in front of a camera is not enough; a bit of programming and presenting the material in an artistic manner is necessary.

Another issue is the fight against corruption with decisiveness. Now, fortunately, the government's approach and that of the President has been such that those inclined towards corruption are intimidated; however, if correct and real work is not done, gradually this fear will break and this grandeur will disappear; the inclination towards corruption exists in some places. Deal with corruption and financial violations without hesitation. Of course, I have said that dealing with corruption and violations with courage and decisiveness does not mean recklessness in the type of response! Both sides of this balanced scale must be seen.

An important issue is the preservation of national assets. Some friends have now referred to these constructions and developments of large cities, especially Tehran. Since fifteen or sixteen years ago, when these constructions around Tehran began as a cancerous movement, we have repeatedly addressed all the mayors - all the mayors who have come during this time until today - and have told them various things. Then we concluded that it is not just a matter of the municipalities. The custodians of natural resources have committed significant violations here; they have indiscriminately handed over natural resources to individuals and groups and officials, whether clerics or non-clerics and revolutionary institutions, with recommendations and friendships and considerations to gain the support of this and that. That is, they have considered a short-term consideration and have not looked further. When a person goes towards the north of Tehran and the heights, they truly become frightened; there are parts that every time I go, despite the environment being for movement and exercise, I return home with a disturbed mind. Every time I go, I see that new works have been carried out. This government is seriously responsible; both the Ministry of Housing and the Ministry of Agriculture - which has the natural resources - and all other institutions and including the Ministry of Interior and municipalities. Do not let this happen; it is happening everywhere. One sees it in various cities; Tehran is in front of our eyes, and I see it continuously; some other places we have gone to are the same. Do not allow these national assets to be squandered in this way.

The issue of culture and cultural matters is very important, which I now know your attention to cultural issues, and thanks be to God, I feel that our cultural ministers are attentive, so I do not emphasize it; otherwise, in previous years in meetings with governments, one of the areas I emphasized the most was the issue of culture. The importance of cultural work must not be neglected. In cultural work, no pause or delay is permissible; because the greatest efforts of the enemies against our society, nation, and country are cultural efforts. This is not an exaggeration! More and more substantial and effective than political and security efforts are cultural efforts. The reason is that they know that if they succeed and prevail in cultural efforts against the revolution, the rest of the work will be easy for them; therefore, they focus on this. We must not stop at all; we must move forward. No superficiality is permissible. Superficiality and populism in cultural work are not permissible. Cultural work must be thoughtful, deep, patient, and carried out by qualified individuals and truly knowledgeable experts in all branches and various cultural fields.

Alongside this issue of cultural work, attention must also be paid to research, science, and technology. Now, in that session we had about two weeks ago with the heads of universities, I had a report that the research budget has decreased from what was planned and what we thought was progressing; now in the reports, I heard: "We are trying for research work"; no, according to my report, it has reached six-tenths of a percent, therefore our research budget has decreased; we should have reached one and a half percent, and by the end of the program, this budget should have reached three percent; not only did we not reach one and a half percent, but we have also fallen below one percent! Or for example, the Elite Foundation, which I mentioned that day and protested; this protest is important, you must address this. Or the fund for supporting researchers; this fund for supporting researchers and this style of work has been established with our continuous insistence and emphasis over the past several years in previous governments; these must not be stopped; these are very necessary and important works. Or the Office for Science and Industry Relations, which I have discussed with two of the esteemed Presidents over the past fifteen or sixteen years, and emphasized and insisted; however, it has not been done. You must establish this office. These fundamental and important works are inter-departmental; that is, it must definitely be under the Office of the Presidency; it cannot be dependent on the Ministry of Science or the Ministry of Education or other departments. This must definitely be under the supervision of the Presidency and managed there.

In the field of political issues, much work has been done and has been stated; we also emphasize and insist that this directed, programmatic, mature, effective, and impactful diplomatic movement must be. The more we have movement in diplomacy, the better it is. These foreign trips, good meetings, and telephone conversations are all necessary tasks for us today; the more you increase the volume and quality of these, the better it is. The issue of diplomacy is important; of course, as we said, diplomacy must be directed; we must know what we want and what we are pursuing. Sometimes a person reaches a goal with five, six, or ten scattered tasks that apparently none of those tasks indicate that goal; however, the totality of those tasks indicates that goal. Suppose a certain regional position or a certain international advancement is achieved with five, six, or ten tasks. Diplomacy must be connected to international economic work. One of our major weaknesses, both during the previous government and during our current government, was that our economic apparatuses were not connected to our Ministry of Foreign Affairs; that is, they worked for themselves; sometimes someone would go from a ministry and sign a significant and noteworthy contract in a country, and then our ambassador in that country would not even be informed; well, this is a very big flaw. In any case, the Almighty God is your helper. What we observe and feel is just this, and it shows completely. One by one, these steps are taken with divine support and move forward. The international situation, the regional situation, and the ever-increasing weakness of the enemy of the Islamic Republic system - namely America and Zionism - all of these are among the divine aids; let us value these and make the most of this opportunity. We also pray for all of you; among our constant prayers is the prayer for the President and you and for the officials of the country that you may carry this heavy burden that you have placed on your shoulders, God willing, to the best of your ability and advance the country and the revolution one step forward.
