Statements at the Gathering of Pilgrims and Residents of the Holy Shrine of Imam Reza
In the Name of God, the Most Gracious, the Most Merciful
Thanks be to God, the Lord of the worlds, and peace and blessings be upon our master and prophet, Abu al-Qasim al-Mustafa Muhammad, and upon his pure, chosen, and infallible progeny, especially the Awaited One of God on earth.
I express my heartfelt gratitude to the Almighty God for granting me once again the opportunity to be here on the first day of the year alongside you, dear brothers and sisters, pilgrims and residents of this pure and sacred land, next to the holy shrine of Imam Ali ibn Musa al-Ridha (peace be upon him). I wish to benefit from the blessings of this day and the great opportunity to meet you, dear brothers and sisters. First of all, I congratulate the arrival of the new year and the celebration of Nowruz to all the people of Iran and to you, dear brothers and sisters, and I would like to share some thoughts on this occasion.
The first point I wish to address, given that it has been thirty-one years since the establishment of the Islamic Republic, is a Quranic definition of the sacred Islamic system and Islamic governance. The foundation of Islamic governance and the main characteristic of this government is the establishment of faith; faith in God, faith in the teachings of the prophets, and following the straight path that the divine prophets have laid out for the people. The essence is faith. The sending of divine prophets for the guidance of humanity and the establishment of religious and divine societies throughout history until today is primarily for this purpose. Thus, it is stated: "Indeed, We have sent you as a witness, a bearer of good tidings, and a warner. So that you may believe in God and His Messenger, and support him and honor him, and glorify Him morning and evening." (1) The goal of sending divine prophets is faith in God, attachment to the divine essence and the divine path, and attachment to the teachings that the divine prophets have imparted to humanity. This is mentioned in the blessed Surah "Indeed, We have opened." In the blessed Surah Al-Ahzab, it states: "Indeed, We have sent you as a witness, a bearer of good tidings, and a warner, and a caller to God." (2) The mission of the prophet is to call to God; this is the essence of the work. The main characteristic that exists between the Islamic system and the Islamic community and all human societies is, first and foremost, this point: the issue of faith in God, faith in the unseen, faith in the path that the Almighty God has laid out for the worldly and otherworldly happiness of humanity. If today the Islamic Republic has something to say in the face of various systems in the world, it is because of this main characteristic, which is faith. Today, humanity is suffering from various life crises due to a lack of faith. Therefore, the main characteristic is faith. Faith in God and the path of God and the path of the prophets—which is followed by acting upon these teachings—is not only for spiritual elevation; although the main fruit of it is spiritual elevation and human and moral perfection; because this world is the farm of the hereafter. It is through movement in worldly life that a person can ascend the ranks and progress. Thus, material life is also contingent upon faith in God. Therefore, faith in the Almighty God not only secures spiritual happiness but also secures material happiness. Faith in the Almighty God enables humanity to obtain all that it needs in its material life. "And if they had established the Torah and the Gospel and what was revealed to them from their Lord, they would have eaten from above them and from beneath their feet." (3) If the religion is established, if the Islamic teachings are implemented in society, people will reach a level of comfort where no need remains unmet. In terms of spiritual and psychological comfort, the role of faith is prominent. As the Quran states: "Indeed, there has come to you from God a light and a clear Book. By which God guides whom He wills to the paths of peace." (4) The paths of health, the paths of peace, the paths of psychological security are taught to humanity by the Quran; this is the path that brings humanity to psychological peace; that is, the very thing that today the world is in turmoil over due to its absence. There is material progress, there is technological and scientific advancement, there are vast wealth in the hands of societies; but there is no comfort, there is no peace. This is due to the lack of this fundamental element in human life, which is faith. This is a fundamental point, using the Holy Quran, that in the Islamic Republic, all of us, all of our youth, all generations looking forward to securing a prosperous tomorrow for their country, for themselves, and for their children, must pay attention to this. The foundation of work in the Islamic system is faith, which must be secured; not only in the heart but in action, in planning, and in all endeavors.
This year marks the thirty-second year since the establishment of the Islamic Republic; that is, the second year of the decade that has been declared as the decade of progress and justice. The slogan of progress and justice is a central slogan; it is a fundamental matter; it is a necessity. At this stage, the grand goal of our dear nation and officials should be progress and justice. "Progress" and "justice" are two demands that humanity needs. Progress means achieving desirable results in terms of knowledge and action and what is necessary for a society in the world. Justice means that there should be no discrimination among people, that there should be no injustice, that there should be no oppression. Both demands are among the fundamental and primary demands of humanity, which have existed throughout human history; these two demands have been the primary demands of humanity: progress and justice. These slogans can be proclaimed; what is important is when these slogans can be acted upon. In the Islamic Republic, we have found this fourth decade to be an appropriate time to act towards achieving these two slogans. Progress can be achieved in the true sense of the word; justice can also be achieved with the growth that exists in our society, with the awareness and insight that our people, thanks be to God, have gained, recognizing the obstacles, identifying the goals, and distinguishing between friends and enemies; today our youth can identify if an official is pursuing justice, they can prepare the grounds for the establishment of complete justice in our society. Of course, this is not a short-term task; it is a long-term endeavor. Therefore, we consider this decade to be the decade of progress and justice. Every action that is taken, every planning that is done, must take these two elements into account; it must be in the direction of both societal progress and justice.
The country has many preparations. My dear ones! In these thirty years, the nation and the country have made progress in all areas. The groundwork for a significant and fundamental movement, a tangible movement that can be observed in the lives of the people, is prepared. We have also made significant progress in the area of economic infrastructure. In the area of communication and transportation infrastructure, great works have been accomplished. In the area of scientific and technological advancement, a rapid trend has begun from some time ago until now. You can see; in scientific fields, our youth, our university students, our distinguished and elite individuals have reached levels that for a country that has been very far from the stage of knowledge, research, technology, and scientific innovation, are quite remarkable.
Dear youth! Today in your country, there are many things that place Iran among the top ten countries in the world, or among the top eight countries in the world. In various fields, in the fields of biological sciences, nanosciences, space sciences, and various sciences, you see that the scientists of the country—who are mostly these enthusiastic and eager youth—have managed to bring the country to a point where it can say that in this field, Iran is among the eight countries in the world; in this field, Iran is among the top ten countries in the world; this is a significant advancement, this is an important position for the country.
In terms of regional and international credibility and authority, today the Islamic Republic and the Islamic apparatus in our country have such prestige and importance in the eyes of countries that even our enemies admit that the international credibility of the Islamic Republic is among the top of its peer countries and those that can be influential. It can be said that the Islamic Republic is at the forefront in terms of international and political credibility in the region. Those who best describe them are those who can be said to be short-sighted and lack insight; you hear from them that sometimes when a certain president of a global arrogant country or a certain foreign minister or a certain international agent speaks ill of Iran, they consider this as a sign of the lack of credibility of the Islamic Republic; this is a mistake. The Islamic Republic today has credibility and authority in the eyes of nations, in the eyes of governments, even in the eyes of its enemies; it is an influential government. In global matters, the presence of the Islamic Republic is a tangible presence; it cannot be compared to a country that is at the level of Iran in terms of economic conditions and public wealth. That is, Iran is higher than all the countries that are economically ahead of it or at its level in terms of influence in regional policies.
All of these are grounds; thirty years of experience in service and management is now accumulated in the hands of the officials of the Islamic Republic. The continuity of this system's movement and the establishment and stability of the Islamic Republic have had this importance, leaving this great effect that a valuable accumulated experience has been gathered in dealing with global and regional issues and internal matters in the country; this itself is a very important ground, a significant infrastructure.
A clear outlook has been determined—that is, the twenty-year outlook document of the Islamic Republic—this valuable document. Governments that come to power one after another through the people's election can specify their goals based on this outlook document; each can take part of the path and leave the continuation of the work to the next government. The existence of the outlook document is one of the valuable capabilities of the Islamic Republic.
One of the great capabilities of the system is this energetic, motivated, educated young generation that exists in our country. They have been educated, they have studied, they are motivated, they strive to understand and comprehend various issues in different fields, and they possess self-confidence. Today, we feel that there is a self-confidence among our youth that did not exist in the past, and we observe this in fewer nations. Whenever one discusses various economic, technical, political, and social issues that require knowledge and expertise with these young and research-oriented groups, one sees that they confidently say, "We can." They do not feel helpless or incapable; they feel they can. This self-confidence is very valuable for a nation to feel it can; because for many years, we were led to believe that we could not. Our nation was told that they had no capability. The politicians of the country, the rulers who dominated our country and often had their hands in the same pocket as the enemies of this nation, often conveyed to our country, to our people, to our youth that they could not; do not exert futile efforts. That is, we should sit back while others conduct research, make progress, and we should go beg from them, ask for help, and take from them; we cannot spring forth from within ourselves. This was instilled in our nation and our youth and our generation and became part of the beliefs of this nation.
In our youth, as was clear in society, there was a feeling that Iranians could not; Europeans, Americans had to advance, we had to follow them and learn from them. The idea that we could also open a path, start a movement, conquer an important domain of life was an unbelievable matter for our nation. Today, it has turned completely opposite. The Iranian youth feels that there is no important issue that can be raised for them that they cannot handle. I mentioned; in scientific matters, in technical matters, in political matters, whatever is presented to our research communities—who are mostly our youth—various works and advancements that are raised, the Iranian youth feels they can. This self-confidence is very important. This self-confidence in scientific communities has a backing of national self-confidence; that which I mentioned a few years ago, that the nation must reach national self-confidence; that is, it must feel that all great tasks can be accomplished with will, desire, and movement. In no task are we incapable. These are the grounds for progress.
Well, we have declared this year as "The Year of Increased Endeavor and Increased Work"; that is, superior endeavor and more work. This term "increased"—meaning several times over—is an ideal form. If it becomes two times, if it becomes three times, if it becomes ten times, we are not satisfied. However, it is also not the case that if we cannot work two times in a certain area, and we can work one and a half times, we should become despondent; no, what is important is that we have a superior endeavor compared to what we had in the past, and we work more than what we did in the past. This is the slogan of this year. These slogans are not merely a display, nor is it the case that we think that in this year, this slogan will solve all the problems of the country; no, this is not ceremonial, it is not a display; it shows us a clear path.
Last year, we declared: the year of reforming consumption patterns. I stated right here on the first day of the year: reforming consumption patterns is not something that can happen in one year. Last year, we said it was the beginning of the movement towards reforming consumption patterns. Well, a movement began. I cannot say that the consumption pattern has been reformed; no, we still have a long way to go. Until we reform the consumption pattern, until we know how to consume water, how to consume electricity, how to consume bread, how to consume money, until we do not consume these correctly, our problems will remain as they are. We must pursue the reform of consumption patterns. In 1388 (2009), the officials undertook actions, made plans, conducted research, but this work must not be halted. This indicated the direction; it became clear that in 1388, the issue of reforming consumption patterns is a fundamental issue and must be pursued. This year is the same. This year we declare increased endeavor. This increased endeavor is not specific to this year. The superior endeavor is not specific to 1389 (2010). We must place this as a guiding finger in front of our eyes; we must not lessen our endeavor. We have great tasks ahead, lofty goals in front of us; we must maintain a high endeavor to reach those goals. Work must also increase. Work must become more concentrated so that we can reach those goals.
Of course, last year was an important year for our country. In my opinion—as I mentioned in the Nowruz message to the people of Iran—1388 (2009) was the year of the Iranian nation; it was the year of the victory of the Iranian nation; it was the year of the visible presence of the Iranian nation in the great arenas of life in the Islamic system and in our country. On the 22nd of Khordad (June 12), forty million people went to the ballot boxes; that is, eighty-five percent participation of the people in the elections; this is very significant. Certainly, the presence of the people plays a role in the legitimacy of a system. Those who in the West consider their legitimacy to be fundamentally derived from the presence of the people and do not consider any other factor to be involved, do not have such a presence now. Around the time of the elections, an election was held in England with the participation of about thirty percent of those who could vote. Where is eighty-five percent and where is thirty percent?! This popular movement, this popular presence is very important. Political analysts and commentators of global issues do not easily overlook such matters. They may not reflect this in their press; they may not mention it in the speeches of politicians that are publicized, and they may conceal it; but in their hearts, it is effective, they understand.
This nation stands by its word. This was a great movement from our nation. The nation was able to record in the history of the country that after thirty years of the establishment of the Islamic system—which is a system based on Islam and republicanism, and these two are inseparable; those who separate these two do not understand the Islamic Republic—that they are so committed to the foundations of this system that in an election, with this enthusiasm, with this greatness, they participate. Well, this was a great popular movement. In the face of this movement, the enemies of the Iranian nation had plans; they began to implement these plans. If your presence in the elections of the 22nd of Khordad (June 12), 1388 (2009) had been weak, if instead of forty million, for example, thirty million had participated, it is highly likely that your enemies would have succeeded. Plans had been pre-designed. I do not accuse anyone; however, I recognize the geometry of the enemy's work, I see it, I discern it; I cannot deny it. The geometry of the enemy's work is a specific geometry. They have done similar things in other places as well. When the arrogant global powers are dissatisfied and displeased with a system, one of the ways they find and act upon is to wait for an election opportunity, and then in that election opportunity, if those who are not to their liking come to power, and those they want do not come to power, then with a populist display, they seek to overturn the situation; by slogans, they draw a group of people into the scene, with pressure in the streets, they seek to overturn what has been legally achieved with violence. This is a well-known plan. If you observe that the events that occurred after the elections are attributed in the minds of the people, in the minds of independent and honest analysts, to external and foreign factors, it is due to this. If someone has no news from behind the scenes, the information that informed individuals obtain, if this information is not accessible, when one looks at the shape of the work, one understands that this work is the work of the enemies of the nation; it is the work of foreigners. An election takes place, a legal movement occurs, and it brings a result; they want to change this result by force and violence. They draw some people into the scene; if necessary, they also resort to violence, set fires, burn banks, burn buses, to overturn the legal results. Well, this is a movement that is both against religious law and against the law. It is evident that this movement is a guided movement by foreigners. They wanted to bring such an event to the country.
It was an important test for the country. I tell you, it was an important test; it had many lessons, it had many teachings; and in this test, the Iranian nation triumphed. They wanted to divide the people into a minority group and a majority group; one group that wins the election and another group that does not achieve their desired result; they wanted to set these against each other. They wanted to split the nation; a number of rioters would enter the field and with the creation of chaos, they would seek to defeat the war within the country, to start a civil war; their hope was this. But the nation showed vigilance. You saw on the day of the elections, the people were divided into two groups of thirteen to fourteen million and twenty-four to twenty-five million; but after a not-so-long period, these two groups united and stood against the rioters and troublemakers. The awakening of the nation can be understood here. They wanted to create chaos among the people. The malevolent ones who have been working against this revolution and against this people for thirty years took advantage of the opportunity and entered the field with their propaganda. They could not do anything more than this. If the Americans, the British, and the Zionists could have sent forces into the streets of Tehran, rest assured they would have done so. If it were possible for them to guide the scene with the presence of their affiliates and mercenaries from abroad, they would have done so. However, they knew that this would backfire on them. The only thing they could do was to support the rioters and troublemakers in the field of propaganda, in the field of global politics. The presidents of the arrogant countries entered the scene in this matter; they named the street rioters and troublemakers who seek to show their existence by setting fires as the Iranian nation; perhaps they could portray the situation in a way that aligns with their desires in the public opinion of the world and our country; but they failed.
The strongest and final blow was dealt by the nation on the 9th of Dey (December 30) and the 22nd of Bahman (February 11). The actions of the Iranian nation on the 22nd of Bahman were monumental; the same goes for the 9th of Dey. The unity of the nation became evident. All those who had voted for any candidate, when they saw the enemy in the scene, when they understood what the evil goals of the enemy were, reconsidered their views towards those whom they had previously been optimistic about; they understood that this is the path of the revolution, this is the straight path. On the 22nd of Bahman, the nation entered the field with one slogan. They made great efforts to create a division among the nation; but they could not. And the nation stood; this was the victory of the nation. From the 22nd of Khordad to the 22nd of Bahman—eight months—was a proud and instructive chapter for the Iranian nation; this became a lesson. A new awareness emerged. A new chapter in the insight of the Iranian nation was opened. This is a very important ground. We must move based on this ground.
Now, increased endeavor and more work must be done based on this. There are various fields. We must not let time pass. Every year of the years that the revolution has gone through, and in every year, every month, and in every month, every day has weight and value; it must not be lost. It is possible that in the eight months of 1388 (2009) that the distractions of the instigators occupied some minds, some works may have been left unfinished; this must be compensated. The movement must be a rapid movement. There are various fields: the field of science and research in the first degree, universities and research centers in all necessary fields for the country, must increase their efforts in research and science; they must set their sights on further stages and increase the density of their work.
I have said; our youth must have the ambition that in one or two decades, they will make their country a scientific reference for the scholars of the world. Thus, this became increased endeavor and more work in the field of science and research.
Increased endeavor and more work in the optimal use of the existing resources of the country and the facilities that exist. All that can be used for the construction of the country in future periods, or to bring prosperity and prosperity to the general life of the people, must be maximally utilized; that is, the very thing that one of its pillars is reforming consumption patterns. Water must be used optimally in the country. Today, we do not use water optimally in the country. Last year, when I raised the issue of reforming consumption patterns, our researchers conducted studies and informed us that if ten percent of the water consumed in the country is saved, this ten percent is equivalent to all the use that is currently made for household drinking and for industry. Today, ninety percent of the country's water is consumed in agriculture—wasteful consumption, extravagant consumption—while ten percent is used for drinking and for industry and various uses. That is, if we save ten percent in our agricultural work, the amount of drinking and industrial consumption will double; this is how important the issue is. The issue of electricity consumption and the consumption of energy carriers—gasoline, diesel—is also important. This targeted subsidy bill that has been raised is related to these issues; it is a very important bill.
I recommend right here in the presence of you, our dear people; both to the executive branch and to the legislative branch, that in this important matter, they must cooperate with each other, they must help each other. On one side of the matter, there is the view of the executive branch—which bears the burden; the government must act, it must work; thus, all other agencies, including the legislative body, must help the government—on the other hand, the government must recognize what is legal and has passed the legal stages, and act accordingly. Therefore, the government and the parliament—the executive branch, the legislative branch—must move side by side in this work, help each other, and be together; "God's hand is with the group." When they are together, God will help as well. Therefore, the optimal use of the existing resources and facilities of the country and productivity is important; greater productivity than what we have and what many of them, unfortunately, are subjected to waste and incorrect use.
Increased endeavor and more work in improving the quality of domestic productions; this is one of the fundamental tasks. Today we have many domestic productions; both in the industrial field and in agriculture; we must pay attention to the quality of these, we must raise the quality of these. It must be such that the consumer feels that what is produced in his country, produced by Iranian workers, is either better than the foreign type or at least on par with it.
Increased endeavor and more work in ensuring health. The issue of health must be given special attention both in the fifth program and in various executive planning in different agencies. One aspect of the issue of ensuring health is the issue of public sports; which I have repeatedly recommended, and I recommend again. Public sports are necessary for everyone. Vitality, health, readiness, and patience for work are ensured in society under public sports.
Increased endeavor and more work in investment, in entrepreneurship. Many of those who have capital, money, and substantial incomes do not know how to spend these incomes. Here again, the reform of consumption patterns shows itself. Money is spent on luxury instead of productive investment; unnecessary, fruitless, expensive foreign trips, excuses for changing household items, living items; these things are a wasteful movement regarding wealth. Money can be invested. Today, the means for this work are available. By activating the stock exchanges that exist in the country, investment can be made. Everyone can involve what they have in investments.
One of the important issues that requires increased endeavor and more work is the issue of producing thought; reading books, increasing public knowledge in various fields. These free-thinking forums that we have proposed to be established in universities and seminaries can initiate a very valuable intellectual flow in society.
And most importantly, increased endeavor and more work in combating poverty, in combating corruption, in combating injustice. These are the things that we have ahead of us. The nation, the government, and the officials must strive.
Of course, we also have challenges, we have obstacles. We are not a nation that has no enemies in the world. Those nations that have no enemies have no existential value. A nation that has a path, a goal, a task, and strives will find enemies. Of course, we have enemies of different kinds. The U.S. government also has many enemies in the world; but who are the enemies of the U.S. government? The nations. It is the nations that are disgusted, troubled, and dislike the U.S. government. Why? Because the U.S. government has a record of aggression and invasion against countries for fifty or sixty years until today. Over the past fifty years, the U.S. government has militarily invaded nearly sixty countries; is this a joke? Is this little? Well, then it has enemies, and the Islamic Republic also has enemies. Who are the enemies of the Islamic Republic? The arrogant governments, the Zionist capitalists, the enemies of humanity, the treacherous and ruthless intelligence agencies. Therefore, there are enemies; these enemies are active, they strive.
The nation and the officials of the country must be vigilant; they must calculate these hostilities; in confronting these hostilities, they must act with wisdom and courage. Both wisdom and courage are necessary. If there is no courage, in the face of the arrogance and grim face of the arrogant governments, if anyone loses heart, they will certainly be defeated. One of the things the arrogant governments do is to intimidate; to take a grim face; to turn right into wrong. If there is no courage in the face of these, if the officials of the country cannot stand firm against these hostile and arrogant displays, they will certainly find themselves in a difficult situation; they will fail themselves and lead the nation to defeat. Therefore, courage is necessary.
Wisdom is also necessary. Wisdom means awareness of what the enemy's program is, and making the right and timely decision in confronting it. The enemy appears in various forms. You can observe today; against the Iranian nation and the Islamic Republic, there are the Zionists, the U.S. government; sometimes they wear the clothing of a wolf, sometimes they wear the clothing of a fox; sometimes they show their fierce and hostile face, sometimes they show a deceptive face; one must be aware.
Last year, on the first day of the year, in this great gathering, I told you dear people: In response to the statements made by the new president of the United States, who says we extend a hand of friendship, we will follow the matter with keen insight. We look to see if it is truly a hand of friendship? Is the intention truly friendly or is it a hostile intention in the guise of deceptive words? This is very important for us. Last year I said if under a velvet glove, there is an iron hand and claw, we will not extend our hand; we will not accept friendship. If there is a dagger hidden behind a smile, we are alert. Unfortunately, what happened was exactly what was anticipated. The U.S. government and this new administration and the new president, with all their claims of interest in fair and correct relations, which they wrote letters about, sent messages about, and repeated in loudspeakers and in private meetings that we want to normalize relations with the Islamic Republic, unfortunately, in practice, they acted contrary to this. In the very events of the eight months after the elections, they took the worst stance. The president of the United States introduced the rioters and street vandals as a civil movement! Burning banks, burning buses, beating innocent and unaware pedestrians, beating the sister and mother of a martyr because she wears a hijab, burning the motorcycle of a young man because he has a beard, is this a civil movement?! You talk about human rights, you talk about democracy, but you do not see the massive movement of the people in their elections, in their choices, in their presence in the scene; you support a group of troublemakers and rioters?! You call this a civil movement? Are you not ashamed?! They claim that they are supporters of human rights, they feel responsibility for human rights! You are in no position to discuss human rights with anyone. In what of your actions in these past few years have you made a change compared to the past? Have you reduced the killings in Afghanistan? Have you reduced your interventions in Iraq? Have you not supported the catastrophic killings of people in Gaza and the killing of children while claiming to support human rights?
Today, I once again declare; governments that wish to confront the Iranian nation and the officials of the Islamic Republic with an arrogant attitude, should know that they are condemned and rejected by the Iranian nation and the officials of the Islamic Republic. You cannot talk about a desire for peace and friendship, while at the same time plotting and instigating; thinking that you can strike a blow to the Islamic Republic.
The nation is awake, the officials are awake. Wisdom means that one observes the behavior of the enemy, sees what they want to do. Neither in the clothing of a wolf nor in the clothing of a fox should these remain hidden and unknown from the eyes of the Iranian nation. The Iranian nation must make decisions wisely, and we, God willing, will make wise decisions with divine success. We will never abandon the interests of our nation in the face of the threats and frowns of the enemies. We will take action for what is necessary for the progress of this nation, and we are confident and know that this nation is victorious; just as it has been victorious in these thirty years. Our enemies in these thirty years have failed in everything they have done against the Iranian nation; they have not been able to strike a blow or harm the Islamic Republic; they have not been able to separate the people from the system. After this, it will be the same. After this, with divine success, the destiny of the Iranian nation is victory and progress; the destiny of the enemies of the Iranian nation is defeat and backwardness.
O Lord! Keep our steps firm on the straight path of faith in God, in the Quran, and in the sacred religion of Islam. O Lord! Never let our hearts be heedless of attention and supplication before You. O Lord! Do not deprive us of the prayers of the Awaited One of God (may our souls be sacrificed for him). O Lord! Always bestow Your grace and favor upon this nation, these youth, these passionate and motivated hearts. O Lord!
