Statements of the Supreme Leader of the Islamic Revolution at the Graduation and Oath-Taking Ceremony of the Police Academy

In the Name of God, the Most Gracious, the Most Merciful

I congratulate the week of the police force to each and every one of its personnel, especially to you dear students, esteemed graduates, and respected professors, as well as to all commanders of various ranks and to the honorable command of the police force. I hope that this week, this day, and this ceremony are blessed for the Iranian nation.

Security is your main and fundamental duty and slogan, and for the life of the people and a society, it is sometimes more necessary and important than the bread of the night. The Almighty God in the Holy Quran, while mentioning His great blessings to the community, says: "He who fed them from hunger and secured them from fear"; meaning that hunger and insecurity are contrasted with security, comfort, and welfare; these are two important and opposing elements.

Today, thanks be to God, the police force shows significant advancements in various aspects; order and organization, awareness and intelligence, familiarity with scientific methods, communication with the people, and identifying priorities, which is a source of joy. Certainly, when there is a correct perspective on the issue of determination, order, and security, and this is accompanied by strong management, scientific planning, and tireless work, the result will be honorable for this force and sweet for the nation. Today, we fortunately observe clear signs of these main indicators in the police force. Of course, we are not satisfied with this level, but our advancements give us hope that we can continue to complete and progress.

We thank God that the Iranian nation has shown in various sectors that it is not a barren nation; it is a fruitful, talented nation, ready for progress in all scientific and practical aspects. Today, our police force is completely incomparable to its historical past. This indicates progress and advancement; it also shows that we can still move forward. We must carefully identify our shortcomings and deficiencies and increase our development day by day.

What do the people expect from the police force? The people want the police force to be strong and powerful; to be intelligent and sophisticated; to be honest and trustworthy; to be swift and timely; to be polite and capable of communication and understanding with the people; these are the expectations of the people from our police force. You have shown this capability and readiness in significant areas.

I want to advise each of you dear youth, as well as your professors and guides, and also each of the elements working in this service-oriented force, to appreciate this success and this blessing that you are striving in the service of the people's security - which is one of the greatest blessings - learning and acting.

Today, our country is, thanks be to God, one of the safest countries in the world. The policy of the interfering powers in all countries is to create insecurity; political insecurity, moral insecurity, and cultural insecurity. This is a policy that has been implemented by the invading and interfering powers everywhere in the world, both today and in the past. Whether they want it or not, their existence and presence cause insecurity. You see today where the interfering and meddlesome powers are present, and there is no insecurity? Wherever the influence of the global interfering powers extends, in various countries of the world, signs of civil, cultural, and moral insecurity and lack of public tranquility are felt there. The Iranian nation has decisively, with firm determination and familiarity with global conditions, decided to place its will over its country's affairs like a barrier against the influence of interfering powers. All sectors are active and vibrant in this regard; you also know your share well; fulfill it in the best way and cherish this blessing.

The Iranian nation is known in the world for opposing oppression, domination, and unhealthy relations of domination and subservience in international policies; it should also be recognized as a nation that is constructive, innovative, and creative in all areas, and one of the best areas is the armed forces, especially the police force; and you have this opportunity today. We are pleased that, thanks be to God, we see signs of progress in various fields. Of course, observing the deplorable and tragic conditions of the neighboring nations and peoples is hard and difficult for the Iranian nation.

Today, you see how the occupiers and dominators behave with the people in Iraq; while they claim to be pursuing terrorists, they massacre the entire population. The repeated bombings of Iraqi cities, the bombings of Fallujah, Sadr City, Samarra, and other cities, how can this be for combating a handful of terrorists?! Is this the meaning of combating terrorism and terrorists?! The innocent children, defenseless women, and innocent people who are destroyed in these indiscriminate bombings are terrorists?! Has terrorism been eradicated or encouraged by these behaviors? If we do not say that recognized terrorist organizations are under the influence of the intelligence and espionage agencies of America and Israel - which if someone makes such a claim, it is not far-fetched - the least we can say is that aggression, bullying, massacre, and ignoring the rights of a nation in its own country encourage popular resistance and foster a tendency towards terrorism among these nations.

This behavior has another ugly version in occupied Palestine. Look at what they are doing to these people! They bomb refugee camps; they shell them; they destroy people's homes; they ruin people's farms; they kill dozens of defenseless children, women, and men; claiming that they are looking for Palestinian fighters!

A world that turns a blind eye to these shameless crimes cannot claim to be a supporter of human rights and cannot hope to be able to confront the growing terrorism in the world; they are the encouragers of terrorism.

The ugly behavior of the arrogant powers can serve as a lesson for benevolent people. Power, with ethics, a powerful fist, alongside a compassionate and kind heart; exercising power against lawbreakers, and gentleness and kindness in dealing with people who are in need of security and suffer from lawbreaking.

The great and proud society of the Iranian nation is a society inclined towards righteousness, inclined towards good deeds, inclined towards correct and lawful behavior. Lawbreakers are few; they are a minority. Dealing with lawbreakers, dealing with criminals, dealing with the sick cells of this healthy body must be done with decisiveness; but in front of the vast mass of faithful, polite, and ethical people, the spirit of compassion and mercy must be shown.

O Lord! Grant these dear and service-ready youth your blessings; make the police force increasingly proud day by day; and grant the Iranian nation honor and pride in all fields.
