In the Name of God, the Most Gracious, the Most Merciful

May God, through the blessings of the pure spirit of our dear Imam and with the benevolent prayers of that compassionate and kind heart, who always expressed affection for you and in his heart full of kindness and mercy, held love for the servants of the house, and God willing, today too, the prayers of that great one include us and you, grant all dear and hardworking brothers goodness and include you in His grace and mercy.

Our great Imam initiated a new era, and today, when our hearts and souls are filled with the longing for the loss of that unique beloved of the Islamic nation, our greatest duty is to understand the characteristics of the era that Imam Khomeini (may his soul be sanctified) began and placed the nation in its atmosphere and announced to the world, and to preserve these characteristics. True mourning is when we fulfill this obligation.

The era that our great and esteemed Imam initiated has characteristics, the main ones being the creation of a spirit of dignity, independence, self-sufficiency, and self-confidence for a nation from whom these spirits had been attempted to be taken away over many years, and others had gained control over its destiny.

This is the same country where the President of the United States had conditioned his multi-million dollar aid to the Iranian government on the appointment of an individual dependent on America. This is the same country where America - the global arrogant and bully power - considered its president as its subject and treated him like a subject. This is the same country where the opinions, beliefs, attachments, and desires of the people had no impact on determining their economic and political destiny.

The powerful hand of the architect of the revolution and the father of the Islamic Republic transformed this country and nation into a country and nation that, over these ten years, has inflicted the greatest and heaviest humiliations on those same arrogant and bully powers of the world, and no nation has humiliated the arrogant and bully regime of America like our nation has. The whole world has acknowledged this. This is the same country and land; however, compared to the past, it has changed one hundred and eighty degrees. We must preserve this power and dignity, which is the legacy of Imam Khomeini (may his soul be sanctified). If we love the Imam and if his absence is bitter for us, we must continue his path.

Another characteristic of the era that the Imam initiated is the inclination and respect for human values, justice, freedom, and the opinions of the people. The same great personality, whose greatness is acknowledged today by the people of the world and his enemies, said: If they call me a servant, it is better than calling me a leader. He was truthful and did not flatter or pretend. He respected the people to the extent that he considered himself their servant. We do not have such an example in the world and history.

There is much talk and flattery, and many claims of human rights are made; but they are not sincere and real. Today, governments claim to support human rights that have committed the greatest insults to humanity! Regimes that have raised the banner of freedom of expression and thought in the world are the ones whose ominous existence has resulted in the greatest oppressions and tyrannies in the world!

Which governments supported the decades-long oppression of the Pahlavi regime in Iran? Were there any governments other than America and Britain involved? Yet these two countries claim to support human rights and freedom of expression! Today, South Africa and many African and Asian countries, as well as the occupied territories under the domination of the wicked Zionist usurpers - which have the darkest regimes - are supported by which countries to maintain their rule and impose the greatest oppressions?! Israel, which bombs southern Lebanon and destroys centers of children's gatherings and shows the most criminal actions, is supported by which country to commit these atrocities?! Certainly, if it were not for America's support of Israel, this country would not have been able to continue its existence. In truth, it is America that is bombing southern Lebanon.

How shameless it is that America and Britain and governments like them claim to support human rights and respect for human freedom! It is clear that they are lying. If real respect for humans is the criterion, its realization is only possible under the shadow of Islam. The complete form and the highest manifestation of this respect and value was the life and conduct of this great man whose powerful hand has drawn the attention of the whole world to Islam, the revolution, and Iran.

I tell you brothers and sisters who have gathered here from the three organizations of the Gendarmerie, Police, and Judicial Police that you can fulfill the Imam's wishes in these areas. The police - whether police or gendarmerie - must be a refuge for the people. When people see the police, they should feel love and peace. Of course, today the situation of our law enforcement forces is vastly different from the past. Today, the law enforcement forces are with the people, alongside the people, and behind them. Strengthen this spirit in yourselves as much as you can, for you are for the people.

The existential philosophy of the law enforcement forces is that they can establish order for the comfort of the people and the tranquility of their living environment. Be careful that the people do not suffer discomfort. The dear clerical brothers in the ideological and political departments of the law enforcement forces can play an important role, and thanks be to God, they are engaged in creating a spirit of piety and avoiding excess in every matter.

Also, you dear brothers of the judicial police, who are the embodiment of the country's judicial system, must show signs of justice in your dealings with the people. The Commander of the Faithful (peace be upon him) said: Even the one condemned to severe punishments should not be insulted or wronged. Punishment is punishment. The justice system that determines punishment for criminals must apply the punishment to the same extent; neither less nor more. Of course, the Islamic ruler can pardon according to the circumstances, which is the ruler's prerogative. The executor must apply the punishment to the extent prescribed; more than that is against the law.

All of you dear brothers should remember that the law enforcement forces, who are constantly dealing with the people, can be both the embodiment of the system's kindness and affection, and the embodiment of its wisdom and management. Observe these two factors together. Your actions and conduct must both demonstrate the system's intelligence, wisdom, and management (the criminal should be apprehended as soon as possible), and also be the embodiment of kindness, compassion, love, and affection. It should be clear that the government official has no personal bias or enmity with anyone. Fortunately, the Gendarmerie, Police of the Islamic Republic, and the Judicial Police have provided good services over these years; some were engaged in the war and some behind the war front, serving.

All of us must make double efforts in the absence of a great personality like our great and late leader. All the country's institutions and all the people must be aware that the Islamic Republic and the Iranian nation, with the valuable gifts and divine blessings that the Imam has given them, are capable of overcoming all hostilities and enmities at the global level. Thanks be to God, we are not worried about the future. We know the path is clear and the goal is defined, and we believe we must exert our utmost efforts on this path and seek help from the Almighty God.

May God, God willing, grant you success and bestow His assistance and help upon all of us in continuing this important and divine path.

Peace be upon you and God's mercy and blessings
