In the Name of God, the Most Gracious, the Most Merciful

I extend my condolences to all you esteemed brothers in the Supreme Judicial Council, honorable judges, and employees of the country's judiciary, and to the dear families of the esteemed martyrs of the Seventh of Tir—who are the valuable legacies of one of the important stages of the revolution—and to the respected scholars and Friday prayer leaders of Lorestan province, and to you, the faithful, devoted, and zealous people of that province, on the heartbreaking loss of our dear and great Imam. God willing, may God make the burden of this calamity, which rests on the shoulders of the Iranian nation, a source of reward, blessing, and mercy, and grant all of them the strength to endure and persevere in the path of that great leader.

The issue of the Seventh of Tir is an unforgettable event in the history of our revolution, and even today, in the world of politics and on a global scale, the Seventh of Tir is still a subject of discussion and argument. In the incident of the Seventh of Tir, two groups were disgraced:

The first group were those who claimed to be supporters of the people, the masses, and the revolution. They had covered their actions with a thick veil of hypocrisy, lies, and deceit. The incident of the Seventh of Tir tore this veil and exposed them. The factions engaged in much propaganda after this event, but the Iranian nation, influenced by that incident and similar events that occurred later—though not as grand—recognized the face of the hypocrites and the claiming factions; it became clear that they are against all human values and have no qualms about mass murder, and for the sake of achieving their sinister goals, they are willing to fight against the great Islamic revolution—which was engaged in an all-out war at the most sensitive moments of its life—and commit a great crime in such conditions, leaving the Iranian nation in mourning.

The second group were the global powers claiming to uphold human rights and oppose terrorism. Of course, the leaders of global policies still shamelessly and brazenly chant these slogans, and even now, the leaders of the American regime and many European countries claim to oppose terrorism! However, the issue of propaganda and noise is one matter, and the realities that become clear to the aware and insightful people of the world are another matter.

It is quite clear that when a government like the United States or some European countries supports terrorist factions whose hands are stained with the blood of the nation's people, and they give them refuge and consider them political asylum seekers, they cannot be sincere in their claim to fight terrorism. These are promoters of terrorism and nurture terrorists in their bosom to achieve their sinister goals.

Who does not know that many of the factions inside Iran—even those with leftist tendencies—were and still are funded by the financial resources of Western governments and the United States? The Iranian nation recognized these false claims. Even the most skeptical individuals understood that the American government and many European countries and so-called civilized societies advocating human rights have no real knowledge of human rights and do not defend them in the slightest!

Those who were martyred in the incident of the Seventh of Tir and other revolutionary events, and whose blood was shed, were pure souls from among humanity and distinguished individuals of society. Among them were scholars, scientists, veteran fighters, masses of people, self-sacrificing individuals, and those who sacrificed for their nation, country, ideals, and revolution. Killing them according to which standard of standards is permissible, and who can deny that their killers are terrorists and not call them criminals and condemn them? This is a clear truth.

We have no belief in the claims of supporting human rights, which are announced today by governments and organizations affiliated with superpowers in the world. We consider these to be deception, trickery, and lies. We believe that terrorism is nurtured and grows in the bosom of the American regime and many Western governments and global arrogant powers.

A nation that is not dependent on any of the world's powers and defends its rights and borders and speaks of independence and, by the admission of the entire world, wants to be in control of its destiny, by what justification should a group of saboteurs have the right to assassinate and martyr the valuable, knowledgeable, and revolutionary individuals of this country in such a bloodthirsty manner, and then Western governments, without any shame or consideration, mention them as an organization and allow them into their countries and publish their publications?

Assemblies like the 'European Parliament' and other places that undertake the financial and political feeding of these groups on a global scale have condemned themselves in history and in the eyes of fair and aware people of this era and have left a stain of disgrace for themselves. This is one of the blessings of the pure blood of the dear martyrs who were martyred in the tragedy of the Seventh of Tir. Truly, their martyrdom was oppressed, and their pure blood stained the hands of the criminals, murderers, and affiliated factions.

On the occasion of the presence of the honorable gentlemen of the judiciary, I will also mention a few words about the judiciary:

There is no doubt that the judiciary in the Islamic Republic of Iran, like other organs and institutions of this system, is characterized by sincere, compassionate, great, and valuable efforts. Over the past few years, the judges of the courts and prosecutors' offices and the high judicial bodies and administrative affairs officials and all the elements of the judiciary, inspired by Islamic rulings, have worked hard and truly and fairly have undertaken commendable efforts, all of which are valuable.

In the entire world, the judiciary is the standard and criterion for the health of society. If there is a healthy, precise, and just judiciary that acts according to Islamic regulations, gradually all the institutions of the country and the Islamic society will be reformed. It is impossible for a country to achieve complete social health unless a healthy and flawless judiciary is established. If the judiciary is not healthy, other institutions will gradually tend towards corruption. For this reason, Islam has paid maximum attention to the judiciary, judges, courts, and the prerequisites and tools of judicial work, and perhaps in Islamic teachings, nothing has been emphasized as much as justice in the judiciary.

Our judiciary is, in fact, a new institution; because the dominance of Islamic laws and regulations has brought new issues for this institution, and as has been heard several times from the words of our dear Imam, the brothers engaged in the judiciary have made many efforts and endeavors; but in the Islamic system, efforts must be made for the continuous growth and elevation of the judiciary, and one should not be content at any level. Truly, the judiciary must be considered a refuge and sanctuary for the people.

In society, there are shortages, problems, conflicts, oppression of individuals, and encroachments on the property, lives, and dignity of people; but the judiciary must be such that anyone in society who is oppressed by any authority should be assured that it will be addressed; like a child who has a wise, kind, and strong father, and if anyone slightly oppresses him, his heart is firm, and he says I will tell my father about your oppression, and he will take my right from you.

Such a spirit must prevail over all the people of the country regarding the judiciary. If someone is oppressed, they should know that by referring to the Islamic justice system, that oppression will certainly be removed. This is one aspect of the judiciary's work that is expected by Islam and all the people; which, God willing, the movement of the judiciary will be towards that direction. We are witnessing that the efforts made are good efforts, and God willing, they will lead the judiciary towards establishing Islamic justice.

Another aspect is the dominance of Islamic rulings, values, standards, and criteria, which are the strongest, most solid, and firmest standards and criteria for managing a judicial system. We should not become passive in the face of the clamor of opponents and enemies and those who criticize even the positive points in the Islamic society.

Western culture does not accept the Islamic judicial method; we also do not accept their judicial method; 'Nor do you worship what I worship, nor do I worship what you worship.' They are not willing to understand and comprehend the judicial standards based on Islamic values. Western culture does not allow anyone to understand and comprehend the value of evidence, oath, punishment, and other Islamic judicial criteria.

In Islam, a judge has no other awe than the awe of judgment, and he is a Muslim like other Muslims; he sits on the ground, interacts brotherly with people, and does not consider any special order and etiquette for himself; but in the world, they consider a different form and etiquette for the judge, court, and judicial work. We are not passive in the face of the world. We take pride in the solid judicial standards that exist in Islam, and we move based on those standards, and we believe that justice in the Islamic society can be ensured through Islamic judiciary.

I advise all the people of Iran to appreciate the Islamic dignity and the abundant honor of their revolution and strive to preserve it. Islam has given our nation and country much dignity and personality. It is appropriate that we defend Islam and the Islamic system with all our might. The world does not know a nation like the Iranian nation that stands with such decisiveness, power, and self-confidence against the bullying of the global arrogant powers and is not afraid of anyone.

The spirit of steadfastness and resistance in you people and loyalty to our dear and great Imam—who was the embodiment of the revolutionary steadfastness and resistance of our nation—and the dignity that has been created in the world and in the eyes of nations through these steadfastnesses and resistances are rare instances that do not easily occur for a nation.

Thanks be to God, from the beginning of the revolution until today, despite facing many difficulties, our nation has followed the straight path—which is the path of Islamic governance and adherence to Islamic rulings—and has overcome many difficulties and passed through difficult passages. We have disappointed many enemies towards ourselves and cut off their hope that they could have any effect on our movement and goals.

A very bright future lies ahead of us, towards which we are moving; a future where the Iranian nation will be able to, by the blessing of Islam and the Islamic system, have both social justice and material welfare, and also achieve complete independence. From the first day of the revolution's victory, we have been moving towards this future, and in my belief, we have passed the harder parts. I do not say that it is possible to reach that future without enduring hardship; but I say that with maintaining unity, faith, motivation, and continuing the movement, it is possible to achieve it. The main thing is that we always keep the memory and path and goals of Imam Khomeini (may his soul be sanctified) in mind and preserve them.

We must preserve the unity and sincerity that, thanks be to God, prevails throughout our country today with seriousness and prevent it from being tarnished and be present in all the scenes of the revolution; just as our nation has been present in all the scenes of the revolution so far.

Of course, the enemy engages in propaganda, spreading lies, and rumor-mongering and tries to make hearts despair about the future. The enemy propagates to stop people from continuing the movement. Nothing else is expected from the enemy. They try to tarnish unity and highlight problems. The existence of problems for a society and system that is young and inexperienced is a natural matter. Being young has its difficulties; but it also has many advantages.

We are a young system that benefits from past experiences. We must build the future. We must all join hands and endure the problems so that a good future is built. It is by enduring problems that we can pass through this passage. Never forget your strong connection and bond with God. Seek help from the Almighty God and ask for His grace and be assured that the Almighty God will help us.

I hope the Almighty God grants success to all you dear brothers and sisters who have come from afar and the honorable gentlemen of the judiciary and the respected officials of this branch who have truly made valuable efforts to reform and complete the judiciary, especially Mr. Ardabili, who is a prominent figure and has borne the burdens of the judiciary for many years, and may His grace, favor, and mercy be upon you, and God willing, help all of us so that we can, by enduring the hardships of the revolution, bring this valuable burden to its intended destination.

Peace be upon you and God's mercy and blessings
