Statements in Meeting with Young Scientific Elites

In the Name of God, the Most Gracious, the Most Merciful

Thanks be to God, the Lord of the worlds, and peace and blessings be upon our master Muhammad and his pure family, especially the Remaining One of God on earth. Welcome. This was a very sweet and desirable session, and it is always like this for me. For me, this session is now over, meaning that I have taken my share and benefit from this session; firstly, I saw you, I listened to your words, and I felt the determination, motivation, and spirit that fortunately one sees among the youth; and I truly benefited from the things you said; therefore, I have taken my share from the session. Now, I will say a few sentences. I must not forget those who are not present in this session this year; many brothers and sisters, dear ones, elites, should have been in this session, but due to the situation and conditions, it did not happen; I send my greetings to them as well.

Whenever I am among the youth—especially the elite youth—I first feel grateful; grateful to the Almighty God; "We have received from you a blessing, so it is from God"; you are a blessing from God for us; you are a divine gift for the well-wishers of the system. For us—those who have lived long lives—you youth are truly a divine grace and blessing; gratitude. Secondly, hope; we give importance to the future of the country; we give importance to the horizon that is in front of our eyes; when one sees you, one becomes hopeful that this future, as we hoped and wished, God willing, will come to fruition.

Our human resources—just as Mr. Sattari said—are a rare human resource in the world; the essence and the best and most prominent part of it are the elites of the country; these can revive the sense of commitment in every human being. When they move on the straight path and their orientation is a good orientation, the sense of commitment is revived in all those who know and see them; therefore, I am deeply and strongly a believer in elites, meaning I accept you elites. My hope and request is that the Elites Foundation and Mr. Sattari, who is in the government and is the Vice President, strive so that all the officials of the country truly become believers in elites; one of our expectations is that they believe in elites; firstly, they should believe that we have elites; secondly, they should believe that these elites can change the fate of the country in a way that is acceptable and pleasing to all.

Some of our officials are negligent in this regard; they must be brought out of this negligence. Well, I will mention a few points regarding the issue of the Elites Foundation and the issue of elites and similar matters, and I will also make a political statement at the end.

The first point is that scientific progress empowers the country. Our dear speaker today recited a hadith: "Knowledge is power"; "power" means authority; knowledge is authority; whoever possesses it will have a powerful hand; whoever does not possess it will be subjected to a powerful hand; this is knowledge. Today you see this; the Americans and Europeans, due to the knowledge they have acquired, have been able to dominate the entire world. You know that America, England, France, and many European countries—even small countries—have been able to dominate countries for many years, some for centuries, destroy their existence, and dominate nations; they gained authority over nations because they sought knowledge. We have been negligent, we have fallen behind in the caravan of knowledge, with this historical background, with this brilliant talent! However, others have advanced; we must compensate for this.

Well, a group of Westernized individuals have propagated for a hundred years that if you want your country to advance and Iran to progress, you must define yourself under the West—Westernization; the same Westernization that the late Al-Ahmad raised and wrote about—this was a wrong idea; now regarding some of those who propagated this idea, it was treasonous, but some were not treasonous, they were ignorant. Today, there are still those who are the remnants of them—one must say the dregs of them—who propagate the same ideas that "we must progress under the West"; no, the country lived under the West for fifty years during the Pahlavi era; fifty years! For a while, during the middle of Reza Khan's reign, it lived under Germany, then for a while under America until the end; what progress was achieved for the country? Besides misery, backwardness, and the destruction of the country's fundamental assets, what did the country gain? No, one cannot progress under the West; whoever says that the country can progress under the West is a traitor to the country if they know what they are saying; it is also possible that they are ignorant.

Well, so what should we do? We must eliminate dependency. Of course, dependency is political, economic, cultural—all kinds; however, its essence is political dependency. First and foremost, political dependencies are what create the rest. Well, political dependency causes culture to infiltrate, economy to infiltrate, and dependency to arise in all sectors, even in security; just as it was during the tyranny. In the security sector, we were dependent, in the economy, by all means, in the cultural sector, the same way. Well, political dependency was eliminated thanks to the revolution; however, freeing ourselves from other dependencies is difficult and hard; it requires effort. This is not something I am saying today; I said this during my presidency in the Friday prayer sermon, that our political dependency was eliminated, thanks be to God we were saved, but we are dependent; we are economically dependent, we are culturally dependent; we must think about this.

Dependency brings misery. I tell you, when one looks at the memories left by friends of Mohammad Reza Pahlavi—I have read in many of these books—they see instances where this Mohammad Reza Shah, the tyrant, is severely angry with the Americans. He curses them, insults them; of course, in a private room, with his close companions! It is like he went up on the roof of his house and cursed that distant city policeman; he was like that; in a private room, he also speaks ill of them, but at the same time, if the British or American ambassador sent a message, made a phone call, or gave an order; he was ready to carry out that order; he had no choice; he was forced. This is dependency; this must be eliminated.

Well, fortunately, politically, dependency has been completely eradicated in our country, but in other sectors, a lot of effort must be made, and one of the main elements of salvation is the scientific progress that you are carrying out. Therefore, no obstacle should arise in the path of scientific and technological progress. Government agencies, public institutions, and activists in various cultural sectors should not create any obstacles in the way of scientific progress, and there are tremendous capacities, thanks be to God, that you have seen examples of in this session, and I encounter many of these examples at various stages; either I am informed or I read reports or I feel them in person; I know that the capacity is extraordinarily abundant, and we can move forward. This is the first point.

The second point regarding the status of the Elites Foundation and the Scientific Vice Presidency is that, thanks be to God, it has made significant progress and improved; many instances have arisen in these past few years that have improved the situation of the Scientific Vice Presidency and the Elites Foundation. Knowledge-based companies have experienced explosive growth. In 2014, I emphasized in this very session about knowledge-based companies. Fortunately, today knowledge-based companies have experienced very good explosive growth; good investments have been made. Scientific boards, scientific cores in universities—which we also emphasized—have fortunately been established. The intellectual orientations of nurturing elites have been corrected. Many of the matters that you friends expressed here are in the minds of the officials of the Elites Foundation and the Scientific Vice Presidency, which they have shared with me, and a corrected and completed method and approach is actually intended to be pursued; these exist, but at the same time, I am not satisfied; it is not that I am not satisfied, but we cannot be content. We still have a long way to go, a long distance until we reach the desired point. This is something I emphasize; both to Mr. Dr. Sattari himself, to the officials who are present, and to you dear elites. We must not settle for a point of progress in a particular university or research center; a process must be established, a trend must be created; there must be a movement in the country in the field of science and scientific progress; it must come to be a flow, a trend that cannot be stopped. It should not be the case that if this government comes with a specific inclination, it can create an impact on the scientific progress of the country and, for example, create a setback, or if a certain government official comes with a different opinion, the same way. Preferences and management methods should not affect the scientific progress of the country; this will happen when a trend is established.

Regarding knowledge-based companies, the regulations for companies should not be reduced. Ensure that the regulations for knowledge-based companies remain high. It should not be the case that we only increase the numbers. The budget for science and technology should not decrease; it should increase; of course, friends have told me that this innovation fund has problems; God willing, I will recommend, I will emphasize that this problem should be resolved. Of course, financial resources must also be managed properly.

Another point regarding scientific articles is that, fortunately, we have a high level of articles in terms of quantity; however, this is not enough, rather we must say that it is not of great importance; what is important is the quality of the articles. As I have heard and been informed, our situation regarding articles in terms of quality is not very good; we must raise the quality, quality indicators must grow, and instead of increasing the number of articles, the connection of articles with the issues of the country must be taken into account, which, of course, was also in the words of some of our dear students; they themselves told me, our opinion is also that scientific and research articles must serve the needs of the country, and these needs must be clarified for the elites; many elites may not know the needs of the country as they are.

Another point in this regard is that I have previously reminded Mr. Sattari that the Scientific Vice Presidency and the Foundation should give importance to the staff work; that is, in fact, like a staff from all the various agencies of the country that can play a role in the field of science and technology, they should be utilized; both from the two ministries related to higher education, from the Islamic Azad University, and from the ministries related to industry and oil; because they have abundant resources that can be utilized for the advancement of science and technology; and the Scientific Vice Presidency, relying on its managerial position, can carry out this work. Additionally, the elite must also be asked to work; the elite must feel that their existence is beneficial; that is, they must feel useful; this is what makes the elite happy, content, steadfast in the country; they must understand that they are useful for their country; work must be requested, and this, in my opinion, can be achieved through this staff work.

Another point is that we must think about the industry of the country, which I saw in the discussions that friends had, a significant part connects with this problem. The industry of the country suffers from the plague of assembly work, which is an old plague; when the issue is assembly work, innovation does not mean much anymore; when there is no innovation, then scientific movement and scientific work do not exist; when scientific work is not present, the connection between industry and university, which we have been shouting about, does not materialize. If industry and university connect, both the university will progress and the industry; this is clear. Of course, I have raised the issue of the connection between industry and university with governments for a long time, that this Scientific Vice Presidency was eventually formed due to our pressures and insistence, because of the need for the connection between industry and university to materialize. However, the connection between industry and university is realized in the true sense when the industry feels the need for the university; in assembly work, such a feeling of need does not exist. The industry must be requested; just as one of the dear friends who spoke said that industries should be asked; well, asking industries is one issue, creating a sense of need in the country's industry is another issue; this sense of need must be created. This will also happen when this old problem is resolved. We must, in a time frame of, for example, ten years—without rushing too much—create this issue of "shifting the perspective from assembly work to innovation" in the industry, and this must be established in the country.

The next point regarding the issue of elites and the Elites Foundation and similar matters is that cultural activities in the Foundation should be given importance; this is a very important issue. We must pay attention to the fact that technology brings culture with it; technology carries culture; this cannot be overlooked. When we took technology from others, we also brought their culture with it. It is true that we are pursuing technological independence—there is no doubt about this, and this must be realized—but ultimately, this is like connected vessels; in all areas, there is an exchange. Therefore, we must give importance to the issue of culture. We need to give importance to the issue of culture in the Elites Foundation and the Scientific Vice Presidency and carry out correct and intelligent cultural work.

Another point, which is the last point in this regard, is that the dear elites should take care of themselves; take care of yourselves. One of the dear ones pointed out that there is a war, and in war, we have both martyrs and the disabled. They are right; there is a war. More dangerous than physical assassination is intellectual and mental assassination. Sometimes our scientists are assassinated, martyred—you have seen this—but worse and more bitter is that our scientist is captured; our scientist must not be captured. This is primarily the responsibility of the elite themselves, and the elite must take care of themselves. This title of piety, which has been repeated from the beginning of the Quran to the end—"a guidance for the God-conscious"—is at the beginning of the Quran and has been repeated many times until the end—means exactly this; piety means protecting oneself, self-preservation. This is the case in all areas; pursue this.

However, the political discussion that we mentioned, let us make a political statement as well. Political dependency, as mentioned, is a dangerous thing. Political dependency brings humiliation. "He will be subjected to a powerful hand," which has been said regarding knowledge, is even harder regarding political dependency; truly, "he will be subjected to humiliation" means a person becomes humiliated. A nation that is politically dependent must accept humiliation for itself; it will be humiliated. Well, we said that scientific progress is against this dependency; now I want to say that our enemy is extremely angry about our power, our movement, and this motivation you have for scientific progress and the advancement of the country; the enemy is angry. The enemy, in every way possible, from afar and near, is closely monitoring the situation of the country and is extremely concerned about the increase in the country's power. It is very clear to all international observers that today's Iran is completely different from Iran forty years ago. We were a second-rate, backward country, subject to the orders of this and that; however, today we are an influential country, engaged in the path of power—scientific power, political power—and we are moving forward; this is completely palpable. The enemy is upset and angry about this. Of course, the main enemy, meaning the one that stands in front of Iran and Iranians the most, is the American regime; the issue of the American people is not at stake. The reason is the same as mentioned; they have been the owners of this country for many years, and everything in this country has been under their control, but the Islamic Revolution and the Islamic Republic have taken this from them; hence, they have been angry and upset from the very first day, imposed sanctions, plotted, and made harsh statements; this is not a matter of today; this started from the very first day. At that time, neither the issue of nuclear energy was raised, nor the issue of missiles, nor the issue of influence in the region of West Asia—what they call the Middle East—was raised; these things did not exist, but they started fighting because of this [loss of their dominance]; it is clear. Well, we have been able to repel American dominance, meaning we have completely cut off American dominance over this country; political dominance, security dominance, economic dominance; we have cut off America's hand.

In addition to this, despite America's hostility, we have become powerful; this is very important! This is something very significant in the world for nations to see that without being under the shadow of powers, a nation can grow and move forward, rather, it can grow and move forward and stand on its own feet even with the hostility of powers; we have practically shown this, and this also angers them. The Iranian nation has become a model for countries and nations to show that one can stand against superpowers and not be afraid of them, and at the same time, progress. You know that these military advancements and this missile technology and the things that they are so upset about, all of these have occurred during the sanctions, meaning we were under complete sanctions! And what has happened has occurred during this period; this is what astonishes and angers them. A report a few years ago was given to me that an Israeli and Zionist general, from this Zionist regime, wrote in an article—at that time we had just tested a missile, one of the missiles that was tested a few years ago; this person was knowledgeable, he understood; they see with satellites and such, they can evaluate correctly—"I am truly astonished, I am amazed that Iran has been able to do this. I am an enemy of Iran, but I admire Iran for being able to do this; with this heavy sanctions on it, it has been able to do such a thing"; the essence of his statement was this. The enemy sees this.

Of course, I do not want to waste time now responding to the nonsense and absurdities of this charlatan and toothless President of America; this is truly unnecessary. Well, they said, the officials of the country responded, they said it well, they said it correctly. I do not want to [respond], meaning it is actually a waste of time for one to address his words! However, I want to tell you and anyone who will hear this: recognize the enemy, recognize the enemy. One of the dangers that threatens any nation is that it does not recognize its enemy, does not consider its enemy an enemy; or considers it a friend or neutral; this is a very big danger. This is a state of slumber. Recognize both the enemy and its methods of enmity; see how it acts in enmity. Let us not fall into negligence; if we are negligent, we will be plundered; if we are negligent, we will be ambushed; let us not be negligent. Amir al-Mu'minin (peace be upon him) said—in Nahj al-Balagha—"By God, I will not be like the animal that sleeps on the length of the road"; I will not sleep, I am awake and I understand what is happening around me. We have been asked the same.

Of course, let me tell you this; our enemy is suffering from mental backwardness; now I will elaborate on this a bit more. Not only this president of theirs, but their ruling apparatus is truly suffering from a mental backwardness. They want to take the young, believing, revolutionary, active, advanced Iran back to fifty years ago; well, it cannot be done! It is clear that it cannot be done! They want to bring about the same situation that they had with this nation fifty years ago, in their own imagination; well, is this not mental backwardness? They think like fifty years ago; they cannot understand what has happened here. Important events have occurred in this region; of course, the most important is the Islamic Revolution and the emergence of the Islamic Republic, but many other important events have occurred around us; they cannot understand them correctly. Because they cannot understand, they are doomed to fail; certainly, wrong calculations will lead them to defeat; in Iraq, their calculations were wrong, they were defeated; in Syria, their calculations were wrong, they were defeated; in our eastern region, the same way—I do not want to go into details— their calculations were wrong, they were defeated; until today. Regarding our own country, it is the same; for forty years they have been hostile to us, they keep getting hit in the face, they are defeated; why? Because their calculations are wrong, because their understanding of reality is wrong; they do not have a correct understanding.

Well, America—meaning the American regime, the political regime of America—is indeed a very evil and bad thing; as Imam said, it is the Great Satan, it truly is the Great Satan. The root of insecurity in the region is America; the insecurities you observe have their roots in America. America is the agent of global Zionism. There is a dangerous and wicked network in the world called international Zionism; America is its agent. America is the enemy of independent nations; America is behind most of the evils, wars, and massacres, in our region and in many other parts of the world. America, like a leech, seeks to suck the lifeblood of nations and the existence of nations; this is America; this is the political system of America today. Now, whether those who created this political system knew that it would lead to this or not, that is another discussion, but today America is like this; in recent years, this is the situation of the American government and system. The main accomplice of the Zionists in the crimes they have committed is America; whether in Palestine, Lebanon, Syria, or other parts of the world. The creator of ISIS and this active Takfiri movement with weapons is America; this was explicitly stated by this very person during his election campaign; one of the criticisms he made against the Democrats was that you created ISIS! He admitted it! Well, now you expect that the force that has been able to stop ISIS should not be hated by them. They created ISIS for a purpose. Now you see he is giving a speech, shouting against the Islamic Revolutionary Guard Corps, which has been able to stop ISIS; well, this seems natural to you.

Well, therefore, they are angry with us; the reason for their anger is, as I mentioned, one is the shortening of their hand; and today it is also because the Islamic Republic has been able to thwart America's plans in the Middle East; meaning in this region of West Asia, where they had a lot of work and plans. The Islamic Republic has been able to thwart their plans in Lebanon, their plans in Syria, their plans in Iraq. In the defeat of the Zionists by Hezbollah in Lebanon, they were behind the scenes; at that time, the American Secretary of State said that the Middle East is undergoing a birth; they thought that a great work was being done.

Now, let me make a few recommendations to political, media, cultural activists, and officials of the country regarding these recent events and the actions they have taken. Firstly; everyone should be certain that this time too, America will get a slap in the face and will be defeated by the revolutionary nation of Iran; be assured that it will happen this way. Just as it has always been in the past few decades when they have faced the Islamic Republic and have been defeated; this is one matter.

Secondly; the President of America shows his foolishness, but this should not make us negligent of the enemy's cunning, deceit, and plots. The enemy should not be considered insignificant and miserable; that we now say someone is foolish, is stupid—these are the things that are said and may be true—but at the same time, this should not make us negligent of the enemy's schemes; we must be prudent, everyone must be present in the scene; everyone must be alert, awake, and fully prepared in the scene. A military war will not happen, but there are things that are not less important than a military war. We must be careful, see what the enemy is doing and what it wants to do; we must predict.

The third point; the enemy opposes the power of the Islamic Republic; whatever element and source of power exists in the Islamic Republic, the enemy opposes it. We must, despite the enemy, strive to increase the elements of power within the Islamic Republic. One is knowledge, which you are aware of; it is truly the battlefield, it is the source of the country's power. One is defensive power; this issue of missiles and the things they make noise about. This defensive power must increase day by day, and of course, it will; to their dismay, it will increase day by day. Third, pay attention to economic power; economic power cannot be achieved through dependency on this and that. I have said before, not just now, many times, I agree with foreign investments in the country, I have no objection; Western or European is not a problem; however, the economy of the country should not rely on a pillar that may shake with the shout of, for example, a Trump; it should not be like this. The pillar of trust in the economy of the country must be related to the internal country and must be based on internal matters; our economy must be endogenous; that is, the same resistant economy, whose policies have been announced and must be pursued. Therefore, this is also a point that all factors and elements of power must be strengthened within; defensive power, regional discussions, and so on.

Fourthly; we should not pay attention to the enemy's insinuations. They insinuate certain things; in the issue of the JCPOA, it was insinuated that if we agree, hostilities will be resolved, if we do not agree, they will be hostile to us; well, we agreed, but hostilities have not been resolved, they have increased. This was the enemy's insinuation that if we do not agree or delay, such and such will happen; no, these are the enemy's insinuations. We must assess our own interests ourselves, we must find them ourselves, we must understand what is in our interest; we should not listen to the enemy.

Fifthly; our reliance on defensive power is based on our experience; we have experienced it. There was a time when this country—this very Tehran, where you are now, thanks be to God, moving around with peace and security—was under the missiles of Saddam; many of you may not have been in the world at that time. We had no means of defense, while everyone was helping Saddam; America was helping Saddam with these missiles and with defensive tools and even with the battlefield map; satellites and others were helping. France was helping; France was providing missiles and planes. Germany was helping; they were providing chemical materials. You know that in many cases, Saddam's army used chemical warfare. How many chemical veterans do we have, how many of them have passed away! Germany provided these materials to them. Germany provided chemical materials to these so that they could make chemical bombs. Sometimes they may have even given them chemical bombs; everyone helped; we were empty-handed, we had no means; therefore, we thought we must create defensive means. We started; we actually started from scratch. If I were to tell you and illustrate—unfortunately, there is no time—that the first thing we were able to launch, which had a range of about twenty kilometers, what was it, may make you laugh! They had made something like a launch pad so that we could, for example, launch an RPG with a certain shape from this launch pad, which would go about fifteen or twenty kilometers; this is how we started. Then we were able to increase our capabilities. When our capabilities increased and the enemy saw that we could retaliate, they stopped; this is our experience. If we do not increase our defensive power, our enemies will become bold, they will become audacious, they will be encouraged to attack us. Our defensive power must be such that the enemy is not encouraged to take action and to make a mistake.

Sixthly; well, European governments have emphasized the issue of the JCPOA; he had said that I will tear it up, I will do this—he had made a mistake—these condemned it, saying no, you should not tear it up and so on. Very well, this is good, meaning we welcome this much and it is good, but it is not enough to just tell him not to tear up the JCPOA! Well, the JCPOA is in their favor; it is in the favor of both Europeans and Americans; it is natural that they do not want it to be torn up; we have also said that as long as he does not tear it up, we will not tear it up, but if he tears it up, we will shred it! Now, I had said something else before. Therefore, this much is good; however, it is not enough.

Firstly, Europeans must stand against the practical actions of America. If he does not tear it up but violates it—such as with these sanctions or the things they expect to come out of their Congress—Europeans must stand against him; France, Germany. Now, there is not much expectation from England! They must stand; saying we oppose is not enough.

Secondly, they should refrain from interfering in our fundamental issues—such as defensive power and the like; they should not echo America. That European governments come and say the same thing that he is saying, that why is Iran present in the region—well, why should it not be present?—or when he criticizes that why do you have a two-thousand-kilometer or three-thousand-kilometer missile, they should not come and say the same thing; this does not make sense! What does it have to do with you? Why do you have missiles? Why do you have nuclear weapons? That they want to interfere in the defensive power of the Islamic Republic and speak about it, no; we absolutely do not accept this from the Europeans; and they should not sing along with America in the false and wrong statements he makes; this was the sixth point.

Seventhly, economic officials must take the resistant economy seriously. Domestic production, import restrictions, preventing smuggling; these are the initial steps. This year is the year of employment. We are now in the second half of Mehr; that is, more than half of the year has passed. In the field of employment and domestic production and national production, activities must increase; they must be doubled, backwardness must be compensated. For a while, we were caught up in elections and election-related talks, time has passed; they must compensate so that we can reach a certain point in this regard. I have said, we welcome foreign investors, but we do not rely on the work of foreign investors; because there is no trust in them. Foreign investors come today, tomorrow they create problems for us due to an incident. Foreign investors should come, they should invest, but the economy of the country must rely on internal matters. There are abundant internal capacities, and the initial works that must be done are clear and good, and Mr. Dr. Sattari has also pointed this out. This logic is also correct that our economy is an oil-based economy, a resource-based economy—that is, sell the resource and consume it; it is a resource after all—this must change; it must be based on added value. Even the precious stones that we have—the precious building stones that exist in the country—many of them are exported unprocessed, which is very strange, and some of our ministers have truly been negligent in this regard. Well, these are a few points regarding political issues.

The last point is addressed to you dear youth that I have noted here. Youth, take advantage of the opportunity. Today is an opportunity for you to be able to build the future of your country. Your time is different from the time of our youth. Our youth was a time of insecurity, a time of hardship. At your ages, we were either in prison, or under pressure, or under torture, or in exile. Then, when the revolution triumphed—in the early years of the revolution—there was work and effort day and night; there was no rest; it was constant work. Now, after a year or two, I became president; those who were with us, some of them did not become president, they were busy with effort and work [while we, who became president, worked in a different way]. I mean, we truly endured hardships during the time when we were at your ages and shortly after your ages. You, however, are in security, in peace, in scientific opportunity, you have abilities, you are encouraged, you are honored! Appreciate this, take advantage of this opportunity. The precious gem of youth is in your hands, and this is the same precious gem that God Almighty will question us about on the Day of Judgment, asking how we spent our youth. One of the things we will be questioned about is how we spent our youth. We must answer. You must not forget your divine duty and your moral duty; do your best. Your efforts will be beneficial; that is, you can redirect the country's path if it is wrong, you can turn those areas that have problems back to the right path. Fortunately, the orientation in the country is a correct orientation; of course, there are many problems here and there, but the orientation is correct; therefore, you can eliminate the problems; you can help ensure that the orientations do not deteriorate, do not change, do not deviate. This is the work that you youth—knowledgeable and learned youth—can do. Take advantage of this opportunity, know that God Almighty will help you, and "And those who strive in Our cause, We will surely guide them to Our paths"; when you strive in the way of God, God Almighty Himself guides you.
