In the Name of God, the Most Gracious, the Most Merciful

I congratulate all of you dear youth; both the graduates who will today enter the realm of police action and practical service to their country, and also the dear youth who today received their epaulettes and will officially become students of this scientific and educational center.

If one must choose a goal among important objectives for life and education, undoubtedly the goal you have chosen is one of the highest and best. You must appreciate this blessing and thank God Almighty and take pride in yourselves; for the issue of security is a very important and exceptional matter. You see, God in the Holy Quran - "and He made them secure from fear" - counts the blessing of security as one of His greatest blessings and highlights it to the people who were the audience of this meaning.

Security is a foundation for all successes and advancements. Moreover, if there is no security in society and individuals are preoccupied with the anxiety of insecurity, one of the greatest rights of human beings is being trampled. You have taken this upon yourselves; you have committed to this duty.

In all human societies and among all classes throughout different eras, there are individuals who, through law-breaking, norm-breaking, and prioritizing their wicked desires over the desires of others, create insecurity in society. Who should confront this? The organization that takes on this burden displays two important aspects, from the noble human dimensions. One aspect is compassion towards the people whom it seeks to defend and protect their security; the other aspect is a sense of authority against those who disregard law, order, and discipline in society and stand against the law that belongs to all people. The first aspect is one of kindness and compassion towards humans; the second aspect is one of authority and force against those who do not consider the rights of these humans. These two things must come together. Therefore, you should take pride in having such a duty and thank God. Alongside this, you must think about the importance of this duty and truly prepare yourselves.

Our police force today has changed significantly from the past years; it has changed from the era of tyranny - which we remember; you were not in the world at that time - from earth to sky. There was a time when the police officials in this country did nothing but create terror and distress for the people; today, the police force is for the people, alongside the people, a supporter of the people; the people have gained trust. When you are in the field, if you perform your duties well, addressing the issues that the people raise regarding order, discipline, and security, the people will trust you; they will feel encouraged; they will show you affection; they will take pride in you.

In the psychological, moral, and social security programs that the police force has undertaken in confronting the wicked and other disruptors of social and psychological security, whenever the people saw your success, they felt successful themselves; they felt proud.

I cannot claim that today the police force is fully aligned with what the Islamic society expects; but I can claim that the path you have traversed to reach this point today has been a long, arduous, and honorable journey, which you must continue.

The main source of your work is a heart that believes in God, is committed, has a sense of responsibility, loves the people, and is wise and brave in the face of disruptors and those who threaten the security of society. The work is great and at the same time delicate and complex. Prepare yourselves as much as you can; dear youth!

Alongside the various scientific and political advancements and the national honors and dignity that, thanks be to God, our nation has achieved due to the positions of the revolution - at the regional and global levels - we need a sense of public security in society. A nation is like an individual whose success provokes envy. Whoever achieves success, while thanking God, must be wary of envy. The nation is the same. There are those, malicious adversaries, who, in addition to envy, are upset by the progress of the Iranian nation; because the interests they have defined for themselves in this region are not compatible with the advancements of nations - scientific and political advancements. Well, such elements, these enemies, these envious ones, these malicious and ill-hearted individuals will not remain idle. Among the vulnerable points for any country and nation is the issue of security; you must be very vigilant. The paths have, thanks be to God, been paved and made smooth; you can move forward.

The atmosphere of this educational center is, fortunately, a religious atmosphere, a spiritual atmosphere, a very good atmosphere; maintain and strengthen this atmosphere. And you students who have entered this university, as well as the graduates who will enter the realm of practical and police work, must keep this spirit throughout your time; do not let various harms and encounters inflict this damage on you that diminishes your motivations.

Another point is that in creating security and providing a sense of security to all people, political, factional, and various tendencies and differences in religion and ethnicity should have no effect. Security in society belongs to everyone. Only those who seek to undermine the security of the people and inflict harm upon it should feel insecure from you; otherwise, all individuals of the nation, regardless of their religion, any political tendency, or any preference, are equal in the face of the great duty that rests upon you, which is to create security.

We ask God Almighty to grant you success so that you can, God willing, spend a glorious period of service and be proud before God and the pure souls of the martyrs, and that the nation can feel increasingly secure due to your service.
